Abstract

Neformalna ekonomija je pojav, ki se pojavlja po celem svetu in je tesno povezan s pojmi, kot sta delo na črno in davčna utaja. Za pojav neformalne ekonomije se pri nas najpogosteje uporablja izraz siva ekonomija. V diplomskem delu vam bom predstavila, kako se v Sloveniji srečujemo z neformalno ekonomijo in kakšne oblike tega pojava poznamo pri nas. Na splošno lahko neformalno ekonomijo opredelimo kot željo po neplačevanju davkov in prispevkov. Vedeti pa moramo, da je tesno povezana s pojmom dela na črno. Pri tem je treba razlikovati, da o neformalni ekonomiji govorimo takrat, ko gre za pravno neformalno ekonomijo, delo na črno pa predstavlja prikrito in nezakonito neformalno gospodarsko dejavnost. Torej, neformalna ekonomija je prisotna predvsem v gospodarstvu in prinese tako negativne kot tudi pozitivne posledice. V času gospodarske krize neformalna ekonomija raste, kar pomeni, da povečuje gospodarsko krizo tako v Sloveniji kot tudi drugod po svetu. Večini ljudi predstavlja le vir preživetja in ne bogastva. Ljudje se za takšno obliko dela odločijo predvsem zaradi slabih delovnih razmer, ki so v naši državi trenutno prisotne. Neformalno zaposlovanje prinaša številne negativne posledice. Delavci, ki opravljajo takšno delo, nimajo socialne varnosti, plačanega dopusta, bolniške ali prostih dni. Takšne oblike dela najdemo predvsem v kmetijstvu, gostinstvu, trgovini, gradbeništvu in drugih podobnih dejavnostih. Pri tem gre za relativno nizke plače, z neplačano hrano in neplačanim prevozom. Delodajalcem pa neformalno zaposlovanje nudi možnost izogniti se plačilu davkov in prispevkov. Pojav neformalne ekonomije je zato prisoten in bo prisoten tudi še v prihodnosti. V kolikšni meri pa je mogoče takšen pojav nadzirati in regulirati, morajo določiti in temu primerno ukrepati pristojne strokovne službe.

Secondary abstract: The informal economy is a phenomenon that occurs worldwide and is closely related to concepts such as undeclared work and tax evasion. In this thesis I will introduce you, how is Slovenia faced with the informal economy and which forms of informal economy do we know. In general, the informal economy can be defined as a desire to not pay taxes and contributions. It is crucial that the informal economy is closely linked to the concept as undeclared work. We must know that when we talk about informal economy is when it comes to the rule of the informal economy and when we talk about undeclared work we talk about covert and illegal informal economic activities. So the informal economy is mainly present in the economy and it brings both, negative and positive consequences. In times of economic crisis, informal economy is growing, which means that the informal economy is therefore growing economic crisis in Slovenia and elsewhere in the world. The informal economy for most people means the only source of income (livelihood) and not wealth. People are choosing this form of work because of the poor working conditions which is offering our country and this informal employment brings us many negative effects. Workers who carry out such work are without social security, paid leave, sick leave or holidays. Such forms of work are found mainly in agriculture, hospitality, retail, construction and other related activities. This is a relatively low salary, with unpaid outstanding food and transportation costs. Employers use the informal employment as it offers the opportunity to avoid paying taxes and contributions. The emergence of the informal economy is so present and will also be present in the future. To what extent is such a phenomenon can be controlled and regulated, identify and take corrective action competent professional service.
