Abstract
Po drugi svetovni vojni je Evropsko združevanje temeljilo na želji po čim večji mednarodni varnosti. Evropske države so začele medsebojno sodelovati in se vključevati v različne mednarodne organizacije. Po koncu hladne vojne je prišlo do prizadevanj za vzpostavitev celostnega varnostnega sistema v širši mednarodni skupnosti. Evropska unija je tako s postopnim uveljavljanjem njene skupne zunanje in varnostne politike postala globalni varnostni dejavnik.
Krepitev mednarodne varnosti, ohranjanje mednarodnega miru in spodbujanje vladavine prava, demokracije in spoštovanja človekovih pravic so temelji na katerih se gradi ideja SZVP Evropske unije. Posamezne države članice pa vendarle ohranjajo neodvisen nadzor nad zunanjo politiko, varnostnimi in obrambnimi zadevami. SVOP Evropske unije se je razvila na podlagi SZVP kot njen integrativni del. SVOP predstavlja orodje za intervencije v kriznih situacijah. Od Lizbonske pogodbe naprej pa jo določajo bistveno natančnejša pravila kot prej.
Kot odziv na mednarodne krize je EU vzpostavila sile za hitro posredovanje. Njihova vloga je opravljanje reševalnih, mirovnih in človekoljubnih nalog ter drugih nalog kriznega upravljanja. Vloga EU ima v širšem mednarodnem prostoru tako vse večji pomen.
EU na področju zunanjih zadev tesno sodeluje z Natom, ki nista konkurenčni, ampak dopolnjujoči se organizaciji. Cilj doseganja partnerstva med organizacijama je predvsem obvladovanje kriznih razmer. Nato ima večjo prednost pri težjih in zahtevnejših operacijah, kjer je za pričakovati dolgotrajno akcijo, EU pa je usmerjena predvsem v civilno - krizno upravljanje ter rehabilitacijo v post - konfliktnem obdobju.

After the Second World War, European integration is based on the desire to maximize international security. European countries have started to work together and engage in various international organizations. At the end of the Cold War there have been efforts to establish a comprehensive security system in the wider international community. The European Union is both progressive implementation of its Common Foreign and Security Policy has also become a global safety factor.
Strengthening international security, the maintenance of international peace and promote the rule of law, democracy and respect for human rights are the foundations on which to build an idea of the CFSP of the European Union. Individual Member States may nevertheless retain independent control over foreign policy, security and defense matters. EU's CSDP developed on the basis of the CFSP and its integrative part. CSDP is a tool for intervention in crisis situations. Since the Lisbon Treaty onwards is determined by much more detailed rules than before.
In response to international crises, the EU has set up a rapid reaction force. Their role is to provide rescue, peacekeeping and humanitarian tasks and other crisis management tasks. The role of the EU in the wider international arena as growing in importance.
EU external affairs working closely with NATO. The EU and NATO are not competitive but complementary organization. The objective of a partnership between the two organizations is particularly crisis management. Then have a greater advantage in difficult and complex operations where the expected long-term campaign, the EU has focused primarily on civil - crisis management and rehabilitation in post - conflict period. |
