magistrsko delo Organizacija in management kadrovskih in izobraževalnih sistemov
Abstract
Napredovanje častnikov je odraz njegove/njene sposobnosti, uspešnosti dela in kariernega razvoja. Nekateri častniki v Slovenski vojski so redno povišani v činu in razporejeni na višje dolžnosti, spet drugi, navkljub želji in izpolnjevanju zahtevanih kriterijev, ne uspejo napredovati in obtičijo na istem mestu. Razlog za navedeno je sistemski in se izraža na hierarhični ravni sprejetja aktov, ki karierni sistem častnikov opredeljujejo v doslednem izvrševanju sprejetih aktov in v pomanjkanju aktov, ki bi karierni sistem oziroma razvoj častnika Slovenske vojske podrobneje opredelili. V nalogi primerjamo ključne akte, ki opredeljujejo karierni razvoj častnika Slovenske vojske in častnika kopenske vojske Združenih držav Amerike. Z analizo kadrovskih podatkov prikazujemo posledice, do katerih je prišlo zaradi nedorečenosti sistema v Slovenski vojski. Rešitev problema ne-napredovanja je enostavna in izhaja iz zgoraj navedenih razlogov. Večji problem bo predstavljalo odstranjevanje posledic dosedanjega veljavnega sistema.

Officer’s promotion reflects his/her abilities, job performance and career development. Some officers of the Slovenian Armed Forces are regularly promoted to higher ranks and assigned on higher duties while others, despite the desire and fulfillment of required criteria, have not been promoted and remain in the same rank for longer period. The reason for that is systemic and is reflected in the hierarchical level of adopted regulations, which determine career development, the implementation of the adopted acts and the lack of more precise instruments of the career development system of the Slovenian Army. The thesis deals with comparing the key regulations that define the career development of an officer of the Slovenian Armed Forces and an officer in the Army of the United States of America. By analyzing personnel data, the consequences to which incompleteness of the system in the Slovenian Armed Force led are shown. Solution to the problem is simple and follows reasons listed above. However, sanitizing the consequences of the current system will be a greater problem. |
