Abstract
V diplomski nalogi bomo predstavili program MIGRANT, ki je računalniška aplikacija zasnovana na podlagi izkušenj opravljanja policijskega dela neposredno na terenu pri nadzoru tujske problematike v notranjosti Republike Slovenije. Programska aplikacija je avtorjevo lastno delo, nastalo na podlagi izkušenj iz neposrednega dela v vlogi policista na terenu. Zasnovan je kot alternativa obstoječemu nadzoru, za izboljšanje dela po tujski problematiki.
Predstavili bomo nadzor nad tujci, prebivajočimi v Republiki Sloveniji z različnimi statusi, pridobljenimi oziroma omogočenimi z zakonodajo. To so državljani tretjih držav z dovoljenjem za prebivanje, vizumi, vizumsko liberalizacijo in državljane držav članic Evropske unije. Gre za gibanja navedenih oseb po državi iz vidika njihove legalnosti vstopa, bivanja, zaposlovanja in posledično tudi izvajanja dolžnosti tujcev po določbah Zakona o prijavi prebivališča, Zakona o tujcih, Zakona o zaposlovanju in dela tujcev, Zakon o preprečevanju in zaposlovanju na črno, Zakona o nadzoru državne meje ter po drugih zakonih in podzakonskih aktih, ki urejajo status tujca v Republiki Sloveniji.
Nadzor nad legalnostjo prebivanja tujcev v Republiki Sloveniji opravlja izključno policija, posredno pa drugi državni organi v obliki nadzora dejavnosti za katere so pristojne.
Na kratko bomo predstavili pogoje za vstop in bivanje v Republiki Sloveniji. Izpostavili bomo problematiko imigracije, problem pomanjkljivega nadzora nad problematiko povezano s tujci in vidike obstoječega nadzora v policiji. Izpostavljen bo tudi vidik dela policije s področja problematike tujcev in spremembe, potrebne za učinkovitejši nadzor. Nadzor ne štejemo v smislu zasledovanja tujcev v naši državi, ustavno so tudi tujci svobodni in nenadzorovani. Poglavitni cilj učinkovitega nadzora je varovanje ljudi in premoženja, varnost in stabilnost države, ki je pomembna za nacionalno varnost Republike Slovenije.

In this diploma work present a program Migrants who is a PC application designed on the basis of experience of policing directly on the ground in the control of aliens in the interior of the Republic of Slovenia. Software application is my original work, created on the basis of direct work experience as a police officer on the field. Software program is formulated as an alternative to existing control tools in order to improve processing in immigration problematic.
There is going to be presented the control of foreigner migrants in the Republic of Slovenia of a different status, acquired or enabled by law. These are third-country nationals with residence permits, visas, visa liberalization passes and the European Union citizens. It is a movement of those persons by the country in terms of the legality of their entry, residence, employment and consequently the implementation of the obligations of foreigners under the provisions of the Residence Registration Act , the Aliens Act , the Act on employment and work of foreigners , the Law on the Prevention and employment undeclared Act, control of national borders , and other laws and bylaws , regulations, and policies governing the status of foreigners in the Republic of Slovenia.
Control of foreigners in Slovenia carried out exclusively by the police, indirectly, other state bodies in the form of control activities for which they are responsible.
Shortly, we will present the conditions for entry and residence in the Republic of Slovenia. We highlight the growing problem of immigration, the problem of lack of control over the problem associated with aliens and aspects of existing controls in the police. Common to the aspect of police work in the area of the problem of foreigners and the changes needed for effective control. Controls are not considered in terms of the pursuit of foreigners in our country; constitutionally, foreigners are free of control. The primary objective of effective control is to protect people and property, security and stability of the country, which is important to the national security of the Republic of Slovenia. |
