Abstract

Obveščevalna dejavnost je prisotna skozi celotno zgodovino. Človek je skozi stoletja razvil metode in načine za zbiranje podatkov, njihovo analiziranje in posredovanje v obliki, ki omogoča te podatke čim bolj učinkovito uporabiti. Z razvojem informacijske tehnologije so čedalje bolj v ospredju lahko dostopni javni viri. Moderna tehnologija na področju komunikacij, računalništva in mobilnosti, pospešuje razvoj obveščevalne dejavnosti in izpopolnjevanje njenih metod dela. Vendar obveščevalna dejavnost ni samo zbiranje podatkov ali posredovanje golih podatkov in informacij kot dejstvo, ampak je tudi dejavnost, ki pridobljen podatek obdela, analizira in procesira, da dobimo obveščevalno informacijo (obveščevalni ciklus). Obveščevalna dejavnost ima več nalog, namenov uporabe ali ciljev (informativne, represivne ali varnostno-preventivne), zato so nastale pri obveščevalni dejavnosti različne zvrsti: obveščevalna, protiobveščevalna, varnostna in vojaška. Obveščevalne službe pridobivajo podatke iz različnih virov. Te vire lahko razdelimo na tri glavne skupine: HUMINT (Human Intelligence) - zbiranje podatkov in informacij z uporabo človeških virov. TECHINT (Tehnical Intelligence) - zbiranje podatkov in informacij z uporabo tehnične opreme oziroma elektronskih sredstev. OSINT (Open Source Intelligence) - zbiranje podatkov iz javno dostopnih elektronskih medijev, računalniških baz podatkov in različnih računalniških omrežij, tiska in literature. V tem diplomskem delu bomo predstavili obveščevalno-varnostno dejavnost, obveščevalno-varnostni sistem in obveščevalno-varnostno službo, njeno delo, način dela ter način pridobivanja podatkov iz različnih virov. Pojasnili bomo pojem obveščevalni cikel, in s tem način in metode dela obveščevalne dejavnosti. Predstavili bomo razliko med podatkom in informacijo ter razliko med podatki pridobljeni iz javnih in tajnih virov. V samem jedru diplomskega dela, se bomo osredotočili na razčlembo in natančen opis vseh virov in načina pridobivanja podatkov v obveščevalni dejavnosti

Secondary abstract: Intelligence is present throughout the entire history. Over the centuries man has developed the methods and ways to collect data, analyse and transmit them in a form that allows this data to be used as effectively as possible. With the development of information technology, easily accessible public sources are increasingly more at the forefront. Modern technology in the field of communications, computing and mobility, promotes the development of intelligence activities and the improvement of its methods of work. But intelligence is not just a collection of data or forwarding raw data and information as fact. It is essential that intelligence analyses and processes collected data in order to obtain intelligence information (Intelligence cycle). Intelligence has a number of tasks, purposes or objectives (informative, repressive or security-preventive), and have emerged in the intelligence activities of the different genres: intelligence, counterintelligence, security and the military. Intelligence services collect data from various sources. These resources can be divided into three main groups: HUMINT (Human Intelligence) - is a collection of data and information through the use of human resources. TECHINT (Technical Intelligence) - the collection of data and information through the use of technical equipment or electronic means. OSINT (Open Source Intelligence) - collection of data from the open sourced electronic media, computer databases and a variety of computer networks, press and literature. In this thesis we will present intelligence and security activity, intelligence and security system and the intelligence and Security Department, its work and the method of data acquisition from different sources. We will explain the concept of intelligence cycle and with this, work methods of the intelligence activities. We will present the difference between data and information, and the difference between the data obtained from the public and secret sources. In the very core of the thesis, we will focus on the analysis and accurate description of all the sources and methods of data acquisition in intelligence activities.
