Abstract
Hiter razvoj osebnih računalnikov in računalniških komunikacij omogoča spremembe v načinu upravljanja države in v komunikaciji med državo in njenimi državljani. Za uporabo informacijsko-komunikacijske tehnologije (IKT) v državni upravi se uporablja izraz e-uprava. Proces uvajanja e-prave je dolgotrajen in se ne konča vedno z optimalnimi rezultati.
IKT se lahko v državni upravi uporablja za različne namene od obveščanja prebivalstva, nudenja servisnih uslug v režimu online, do povečanja aktivne vloge državljanov v procesu upravljanja države. Aktivna participacija državljanov je še posebej pomembna na lokalnem nivoju, saj se tu odloča o stvareh, ki so ljudem najbližje.
Z analizo spletnega mesta posamezne lokalne skupnosti lahko ugotovimo stopnjo razvitosti e-uprave v tej skupnosti, posamezne primere dobrih praks, pa lahko z ustreznimi modifikacijami prenesemo v svoje lokalno okolje.

Secondary abstract: |
Rapid development of personal computers and the internet has changed the process of government and changed how governments communicate with people. The term e-government refers to use of information-communication technology (ICT) in the process of government. Implementation of e-government is a long term process and results are not always optimal.
ICT can be used for disseminating information, conducting services online or enhancing citizen participation in policy decision making. Citizen participation is especially important at local level because decisions made here have the biggest impacts on peoples' lives.
Analyzing municipal website we can assess e-government maturity in a community, and with needed modification, we can transfer some of best practices for use in our own local community. |
