Podpora države gostiteljice v Slovenski vojski

Abstract

Podpora države gostiteljice je civilna in vojaška pomoč, ki jo država gostiteljica nudi tujim vojaškim silam na svojem ozemlju, bodisi da te delujejo na njenem teritoriju ali pa so le v tranzitu te države. Ministrstvo za obrambo (MORS) in znotraj njega SV je glavni koordinator vseh aktivnosti in tudi subjekt v konceptu podpore države gostiteljice, ki nosi največje breme te pomoči. Lahko se zgodi, da SV sama ne bo kos tej nalogi, kot se je že zgodilo leta 1998. Takrat se je na ozemlju naše države izvajala vaja zveze Nato. V Slovenijo je bilo sprejeto več kot pet tisoč pripadnikov tujih vojska. V takšnih primerih mora SV poleg vojaških uporabiti tudi civilne zmogljivosti. To pomeni, da država gostiteljica nudi državi pošiljateljici vse potrebne pogoje za bivanje in izvajanje načrtovanih nalog. Zagotavlja namestitev, prehrano, teren za izvajanje vaj, racionalen transport od meje do nastanitvenega območja, zdravstveno oskrbo ipd. Seveda pa vse to nastane s sporazumom obeh strani. Za dosego nastanitve večjega števila oseb tako v vojaških kot tudi v civilnih zmogljivostih pa je potrebno veliko premišljenih potez in tudi veliko logistike, zato se nam ta tema zdi primerna za diplomsko nalogo.

Secondary abstract:	Host Nation Support is a civil and military assistance that is offered by the host nation to foreign military forces on its territory, whether they operate on its territory or are merely in transit through this country. The Ministry of Defence (MoD) and within this Ministry, SAF, is the main coordinator of all activities and also a subject in the concept of Host Nation Support, which bears the brunt of this assistance.it may be that SAF will not be up to this task, as already happened in 1998. At that time, an exercise of Nato was being carried out in the territory of our country. Slovenia has accepted more than five thousand members of foreign military. In such cases, SAF must, in addition to military also use its civil capabilities. This means that the host nation provides the sending country with all the necessary conditions for living and implementing the planned tasks. It provides accommodation, food, ground for implementing the exercises, rational transport from the border to the housing area, health care, etc. Of course, all of this occurs with the agreement of both parties. To achieve the accommodation of a large number of people % both in military as well as in the civil capabilities % requires a lot of deliberate moves and a lot of logistics, so we believe this topic to be very suitable for diploma thesis.
