Abstract

V cestnem prometu, kot eni izmed najbolj razširjenih vej prometa, vse prepogosto prihaja do neljubih dogodkov v obliki prometnih nesrec. Še zmeraj imamo na naših cesta veliko prevec prometnih nesrec, v katerih se udeleženci prometne nesrece hudo ali smrtno ponesrecijo. Ti negativni dogodki v prometu imajo tako za povzrocitelje kot oškodovance, njihove bližnje ter samo državo, zelo velike socialne in ekonomske posledice. Prav zaradi tega se veliko svetovnih in nacionalni inštitucij, ki se ukvarjajo z varnostjo cestnega prometa trudi, da bi se cim bolj približalo utopicni viziji nic po številu prometnih nesrec. V cestnem prometu, kakor tudi v ostalih vejah prometa, bo zmeraj prihajalo do prometnih nesrec, bodisi zaradi vplivov okolja, vozil ali cloveškega faktorja. Zaradi tega je izredno pomembno, da imamo za reševanje negativnih posledic prometnih nesrec na voljo skupek razlicnih strokovnjakov, ki nam bodo pomagali razjasniti okolišcine nastanka oz. dogajanja v trenutku prometne nesrece. Prav tako pa bodo znali pomagati oškodovancem in povzrociteljem prometnih nesrec. Prav zaradi tega je v diplomski nalogi predstavljena zakonodaja s podrocja obravnave prometnih nesrec v cestnem prometu, delo policije in delo sodnih izvedencev, ki je izredno pomembno za pravilno odlocanje v sodnih postopkih, kjer si je potrebno nedvoumno razjasniti kaj se je dogajalo v casu nastanka prometne nesrece. Omenjena so tudi razlicna racunalniška orodja, s pomocjo katerih lahko opravljamo analize in rekonstrukcije prometnih nesrec. Prikaz konkretne analize oz. rekonstrukcije prometne nesrece III. kategorije je opravljen na podlagi analiticnega dela in s pomocjo racunalniškega orodja DWG Analayzer Pro. V povezavi z analizirano prometno nesreco so predstavljeni tudi statisticni podatki prometne varnosti na obmocju obcine Lenart za obdobje med leti 2003 in 2013.

Secondary abstract: Road traffic, as one of the most popular ways of traffic, all too often ends in unfortunate events in the form of road accidents. We still have far too many traffic accidents on our roads, in which the participants are badly or fatally injured. These negative traffic happenstances have very large social and economic consequences for both perpetrators and casualties, their relatives and for the whole state. Because of this, many global and national institutions dealing with road safety efforts in order to getting closer to the utopian vision of zero according to the number of traffic accidents. In road traffic, as well as in other traffic sectors, we will never avoid traffic accidents due to environmental influences, vehicles or human factor. For this reason, it is very important that we have to deal with the negative consequences of traffic accidents on the available set of different professionals who will help us to clarify the circumstances or the occurrence events at the time of the accident. They will also be able to help the victims and perpetrators of road accidents. That is the main reason the thesis presented legislation on the treatment of road accidents in road traffic, work of police and experts, which is very important for proper decisionmaking in legal proceedings, where it is necessary to unambiguously clarify what was happening at the time of traffic acident. A variety of computer tools which can help us to perform the analysis and reconstruction of road traffic accidents is also mentioned. Specific analysis or reconstruction of III. category road traffic accidents is made on the basis of analytical work using computer tools DWG Analayzer Pro. In the present context statistic on road safety in the municipality of Lenart for the period betwen 2003 and 2013 is also presented.
