Abstract
V magistrskem delu je obravnavana problematika koncepta predvidljivih SER-ces (ang. "Self Explaning Roads" (SER), v nadaljevanju SER-cest) ki skupaj s konceptom odpuščajočih cest tvorita osnovo za prometno varno načrtovanje cest. Oba koncepta sta zajeta tudi v nizozemski trajnostni prometni varnosti. SER-ceste človeka in njegovo percepcijo postavlja v ospredje pri oblikovanju cestnega okolja. Pravilno oblikovano cestno okolje v povezavi s percepcijo udeležencev v prometu tvori cestni ambient. Osnovni predpostavki koncepta SER-cest sta percepcija in kategorizacija. V magistrskem delu je opisan razvoj in primerjava koncepta SER-cest v Evropi ter izpostavljena problematika več prometno funkcionalnih "sivih cest". Opisani so tudi nekateri ukrepi, ki v standardizirani in kategorizirani obliki predstavljajo osnovo za izvajanje ukrepov SER za upravljanje z varno hitrostjo. Na podlagi analize kategorizacije cestnega omrežja na Nizozemskem, Danskem in v Nemčiji, analize osnovnih pogojev vzpostavitve cestnega omrežja SER ter analize obstoječe kategorizacije cestnega omrežja v Sloveniji je podan predlog optimalne SER-kategorizacije cestnega omrežja v Sloveniji.

The master's degree thesis discusses the problems of the concept of self - explaining roads, which together with the concept of forgiving roads form the basis for the safe road design. Both concepts are also included in the Dutch sustainable road safety. SER roads give a man and his perception prominence when designing road environment. Properly designed road environment in relation to the perception of participants in traffic forms a road atmosphere. The basic premises of the concept of SER roads are perception and classification. The master's degree thesis describes the development and comparison of the SER roads concept in Europe and emphasizes the problem of several transport functional "gray roads." It also describes some of the measures that in a standardized and categorized form present the basis for the implementation of SER measures for managing at a safe speed. Based on the analysis of the classification of the road system in the Netherlands, Denmark and Germany, the analysis of the basic conditions for the establishment of SER road system and on analysis of the existing classification of the road system in Slovenia, an optimal SER classification of the road system in Slovenia is introduced. |
