Abstract

V diplomskem delu obravnavamo sisteme dolgotrajne oskrbe v izbranih državah EU in sicer v Nemčiji, na Danskem in na Nizozemskem. Najprej prikazujemo ureditev sistemov dolgotrajne oskrbe v državah, ki so take sisteme uspešno uvedle že ob koncu prve polovice prejšnjega stoletja in so jih večinoma tudi že reformirale. Opisane sisteme nato primerjamo med seboj, s poudarki na dejavnikih, ki dolgotrajno oskrbo najbolj opredeljujejo: demografski dejavniki in načini financiranja, ter znotraj tega še zagotavljanje dolgoročne finančne vzdržnosti sistemov. Primerjamo tudi storitve, ki so v vključene v posamezni sistem. Posebno poglavje namenjamo opisu sistema dolgotrajne oskrbe v Sloveniji, trenutni ureditvi, in analizi predloga novega zakona za to področje. Na koncu podajamo predloge za izboljšave v Sloveniji - analiziramo možnosti za uvedbo dodatnega zavarovanja za dolgotrajno oskrbo, opozorimo na neučinkovitost zdravstvenega sistema in poudarjamo pomen neformalne oskrbe in družinskega pomočnika.

Secondary title: Comparative analysis of long-term care systems in selected EU countries and in Slovenia
Secondary abstract: The diploma work treats long-term care systems in selected EU countries: Germany, Denmark and the Netherlands. First we show the arrangement of long-term care systems in countries that have such systems successfully introduced at the end of the first half of the previous century and which most were already reformed. We then compare the described systems with each other, with an emphasis on the factors that long-term care is determined by: demographic factors and methods of financing and within financing also the financial sustainability of long-term care systems. We also compare the services that are included in each system. A special chapter is devoted to the description of long-term care in Slovenia, the current organization of the system and the analysis of the new law on long-term care that is being prepared. In the end, we provide suggestions for improvement in Slovenia - we analyse the possibility of introducing additional long-term care insurance, we highlight the ineffectiveness of Slovenian health system and emphasize the importance of informal care and home care assistant.
