Abstract

Slovenska vojska poleg nacionalne obrambe opravlja naloge v mednarodnih operacijah in na misijah v zahtevnih klimatskih in geografskih pogojih izven območja držav članic NATA in EU. Zavezniške sile, ki opravljajo svoje poslanstvo na ozemljih zunaj Natovega območja, so lahko izpostavljene različnim dejavnikom tveganja, ki vplivajo na njihovo zdravje. Za ustrezno zdravstveno zaščito sile je potrebno sprejeti in izvajati učinkovit program, ki naj bo namenjen tako zdravstvenemu osebju kot poveljnikom. Tovrsten program nam zagotavlja obveščevalna dejavnost na področju zdravstva (MEDINT), ki vključuje medicinske, bioznanstvene, epidemiološke, okoljske in druge podatke povezane z zdravjem ljudi in živali. Strokovno zdravstveno osebje pridobiva zdravstvene podatke, podaja oceno okoljskih in zdravstvenih virov ogrožanja, prepozna tveganja in izdela analizo groženj ter vključuje le te v upravljanje tveganj. MEDINT ima pomembno vlogo v razmerju med zdravstvenim sistemom in krovno obveščevalno dejavnostjo. Prav tako uporablja zakonitosti obveščevalnega ciklusa krovne obveščevalne dejavnosti, saj se na določenih stopnjah MEDINT-ov obveščevalni ciklus vključuje v obveščevalni ciklus krovne obveščevalne dejavnosti. Učinkovito upravljanje MEDINT-a zahteva sodelovanje med strokovnim osebjem različnih naravoslovnih ved, ki s svojim znanjem posredujejo medicinsko obveščevalne podatke osebju krovne obveščevalne dejavnosti in s tem pripomorejo k izdelavi načrta za zdravstveno zaščito sile pred, med in po operacijah. Končni obveščevalni proizvod MEDINT-a, ki temelji na oceni zdravstvene ogroženosti, podpira poveljnikov namen in operacijo.

Secondary abstract: Slovenian armed forces perform, in addition to national defence, also tasks in demanding climatic and geographical conditions on international operations and missions outside the territory of the Member States of NATO and the EU. The Allied forces, who carry out their mission in the territories outside the NATO area, they may be exposed to various threats that affect their health. For the protection of the forces` health, it is necessary to adopt and implement an effective program, which should be aimed at healthcare personnel as well as commanders. This program provides us with medical intelligence (MEDINT), which includes medical, bio scientific, epidemiological, environmental, and other information related to the health of humans and animals. Professional medical staff obtained medical data, assess environmental and medical threats, recognizes the risks, carry out threat analysis and include them in risk management. MEDINT plays an important role in the connection of the health system with intelligence activities. It also uses the intelligence cycle to ensure that all available information for making assessments is processed. To be fully efficient MEDINT requires the cooperation of experts from different natural science disciplines (medical, scientific or bio-engineering). They provide medical intelligence and thus contribute to the planning of preventive medical actions for the forces` pre-deployment, deployment and post-deployment phase. Once medical information is gathered, refined and analysed into MEDINT, it must be integrated into the intelligence threat assessment for the commander as support for operations.
