Abstract

Od države kot monopolista nad uporabo prisile na svojem ozemlju se pričakuje, da bo preko svojih služb zagotavljala varnost kot eno najpomembnejših dobrin. Pri zagotavljanju te dobrine lahko država uporabi vsa sredstva in metode, do katerih je upravičena na podlagi sprejete zakonodaje. Službeni policijski psi so sicer samo eno od sredstev, ki se lahko uporablja pri zagotavljanju varnosti, vendar so velikokrat tisti odločilen dejavnik, ki pripomore k uspehu pri opravljanju policijskih nalog. Službeni psi se v Slovenski policiji delijo na pse za splošno uporabo in pse za specialistično uporabo ter lahko vsak na svojem področju dela opravljajo svoje naloge, za katere so bili izšolani. Svoj delež k varnosti v državi pa prispevajo predvsem zaradi svojih izrednih naravnih danosti (kot je voh) in tudi zaradi plenilskega in obrambnega nagona. Z analizo naše in tuje literature v povezavi z delom in uporabo službenih psov v različnih državah sveta smo iskali predvsem razlike pri šolanju in nato tudi pri uporabi teh psov. Po pregledu literature smo ugotovili, da bistvenih razlik pri delu s službenimi psi v tujini ni, in sicer kljub drugačnim pravnim sistemom. Pri pregledu literature v povezavi z varovanjem javnih shodov in prireditev pri nas in v tujini smo ugotovili, da so si načini varovanja zelo podobni in prav tako so si zelo podobna pooblastila organov, ki opravljajo varovanje takšnih prireditev. Eksplozivi so nevarne snovi in so bili velikokrat uporabljeni pri terorističnih dejanjih na javnih shodih in prireditvah. V Slovenski policiji so službeni psi izšolani za iskanje eksplozivov ter sredstev in naprav, ki vsebujejo eksplozivne snovi, pri čemer je analiza pokazala, da se te snovi, naprave in sredstva sposobni tudi najti. Glede na tveganje, ki ga delo z eksplozivi predstavlja, pa bi bilo potrebno vodnike psov usposobiti za varno delo s temi snovmi.

Secondary abstract: It is expected from the state as a monopolist of the use of force on its territory, to provide security through its services, as one of the most important goods. To provide this good, the state can use all means and methods to which it is entitled to, on the basis of the adopted legislation. Police dogs are just one of the methods for providing security, but they are often the deciding factor, that contributes to success in the performance of police tasks and duties. In Slovenian police, the service dogs are divided between dogs for general use and dogs for special use and they can carry out their duties, each in their own field of work for which they were trained for. They contribute their part to security in the country, mainly due to its exceptional natural features as smell and also due to their predatory and defensive instinct. By analyzing our own and foreign literature in relation to work and the use of police dogs in different countries of the world, we were primarily looking for differences in schooling and then also in using of these dogs. After reviewing this literature, we found out, that there are no significant differences in use of working dogs, despite different legal systems. In a review of literature relating to the protection of public gatherings and meetings with us and abroad, we find out to have very similar ways of protecting, and the authorities have very similar powers in the protection of such events. Explosives are dangerous substances that were often used in terrorist attacks on public gatherings and meetings. Service dogs in Slovenian police are trained to search for those explosives, explosive devices and agents containing explosive substances. The analysis has shown that they are also able to find this substances, devices and agents. Moreover, in view of the risk that is present by working with explosives, it would be necessary to train police dog guides for the safe handling of these substances.
