Abstract

Diplomska naloga prikazuje pomen na znanju utemeljene policijske dejavnosti in s tem povezano izobraževanje v policiji. Poleg tega pa opredeljuje bistveno problematiko, s katero se sooča Slovenska policija in policije drugih držav, ki so omenjene v diplomskem delu. Uvodni del predstavlja na znanju utemeljeno policijsko dejavnost preko splošne opredelitve, znanja in vseživljenjskega izobraževanja v policiji. Temu sledi pregled sistema izobraževanja v Slovenski policiji, kjer je poudarek na predstavitvi in razumevanju procesa izobraževanja. Predstavljene so novitete, ki so se v zadnjem času uvedle v policijsko izobraževanje, samo izobraževanje policistov in zahtevani kriteriji, ki jih morajo izpolnjevati strokovni delavci, če želijo poučevati na višji šoli, ki deluje v sklopu policijske akademije. Nadaljnje je govora o delovanju slovenske policije v 21. stoletju, kjer so nanizane splošne usmeritve slovenske policije in razčlenitev problematik, s katerimi se policija ukvarja. Za boljši prikaz in razumevanje pa je v naslednjem delu predstavljena tudi policijska dejavnost in izobraževanje v Avstriji, Hrvaški, Nemčiji, Češki in Slovaški. Pozornost je namenjena predvsem splošni problematiki držav in pregledu procesa izobraževanja. Iz tega sledi tudi izpeljava osnovne mednarodne primerjave, kjer se primerjajo predvsem različni in podobni vidiki policijske dejavnosti ter sprememb, ki so zaznamovale ta proces. Ključne ugotovitve, ki jih je prineslo diplomsko delo so, da področje na znanju utemeljene policijske dejavnosti počasi postaja del policijskega vsakdana, vendar pa bo za popolno integracijo potrebno odpraviti marsikatere ovire. Pomemben dejavnik je tudi čas, saj je za vse velike spremembe potrebna določena časovna doba, da se pokažejo pravi rezultati. Slovenska policija, pa tudi druge policije, ki so omenjene v tem diplomskem delu napredujejo na svojem področju delovanja, vsaka pa se sooča z različno problematiko in dejavniki, ki nanjo vplivajo.

Secondary abstract: This diploma thesis demonstrates importance of knowledge-based policing and education which is linked to that. In addition to that it defines essentialy issues of Slovenian police and other polices mentioned in this work. First part introduces knowledge-based policing through general definiton, knowledge and lifelong learning in police. This is followed by overiew of education system of Slovenian police where the attention is on presentation and comprehension of education process. There are presented novelties which have been currently initiated in police education, education of policemen itself and required criteria that must be fullfiled from the view of proffesional workers who are teaching in college represented in system of police academy. Furthermore, there is introduced the activity of slovene police in 21th century where are stated general directions of slovene police and analysis of issues the police is occupied. In the next part is introduced the police activity and education of polices in Austria, Croatia, Germany, Czech republic and Slovakia. Attention is linked towards general issues of countries and overview of eduaction process. Derivation, which is followed by that is general international comparison where are mostly compared diffrent and similar ascpects of police activity and changes that had impact on that process. Key findings which had been realised through diploma thesis are that sphere of knowledge-based policing is slowly becoming the part of police daily routine, however for complete integration will be needed elimination of many obstacles. Important factor is time, because for all great changes is needed certain amount of time to show the real results. Slovenian police and other polices mentioned in diploma thesis are advancing on their field of activity. Each and every one of them are confronting with diffrent issues and factors which are effecting them.
