Abstract
Neformalna ekonomija je pojav, ki je prisoten povsod v svetu, v razvitih ter tudi v nerazvitih državah. Lahko jo zasledimo v skoraj vseh gospodarskih panogah, kot so na primer gradbeništvo, gostinstvo, trgovina ter tudi agrikultura. Za neformalno ekonomijo se uporabljajo tudi drugi izrazi, najpogostejši izraz, ki ga lahko zasledimo v Sloveniji, je siva ekonomija. Ljudje velikokrat neformalno ekonomijo enačijo z delom na črno. Potrebno je razumeti, da gre pri delu na črno za prikrito ter nezakonito neformalno dejavnost, pri neformalni ekonomiji pa gre za pravno neformalno ekonomijo. Neformalna ekonomija prinaša tako negativne kot tudi pozitivne posledice. Ljudje se želijo z neformalno ekonomijo izogniti plačilu davkov ter drugih prispevkov, s tem pa posledično obremenijo ostale državljane, ki morajo prispevati v državne blagajne. Ljudje se skoraj vsakodnevno srečujemo z omenjenim pojmom, čeprav se tega velikokrat niti ne zavedamo. Neformalno zaposlovanje, se še posebej poveča v času gospodarske krize, saj si ljudje želijo zagotoviti dodaten vir prihodka. Neformalno zaposlovanje velikokrat zasledimo v času sezonskih del v agrikulturi, kot je na primer obiranje jabolk, malin, jagod, hmelja itd. Delo sicer je plačano, vendar relativno slabo. Delavci nimajo plačanega dopusta, prevoza ter hrane, nimajo pa tudi socialne varnosti ter prostih dni. Delavci pa zaradi slabih gospodarskih razmer takšno delo tudi sprejmejo. Obsega neformalne ekonomije ne moremo natančno izmeriti, saj gre za prikrito dejavnost in je vidna le delno. Država ter pristojni organi pa so tisti, ki morajo nadzorovati ter odkrivati prisotnost neformalne ekonomije ter tudi ustrezno ukrepati.

Informal economy is present all over the wold, in developed countries as well as in undeveloped ones. It can be found in all economic sectors such as construction, catering, sales and agriculture. One of the other expressions used for informal economy in Slovenia is also grey economy. Informal economy is often equated with undeclared work. It is important to understand that undeclared work means illegal informal activity, while informal economy means legal activity. It has both, positive and negative influences. People are using informal economy to avoid paying taxes and contributions. Consequently other citizens are burdened by contributions to state treasury. Informal employment reaches its peak in economic crisis when workers are trying to enlarge their income. Informal employment is often noted as seasonal work in agriculture; for instance picking apples, raspberry, strawberry, hops etc. Work is relatively poorly paid. Seasonal workers are not entitled to paid leave of absence, travel and nutrition costs or social security. Because of the poor economic conditions people are willing to accept such jobs. Informal economy means concealed, only partially seen activity so it is impossible to measure its extent. It is up to the state and its authorities to detect and control the presence of informal economy and take appropriate measures. |
