Abstract

Volitve so tesno povezane z lokalno demokracijo, kjer slednja pomeni pravico prebivalcev lokalne skupnosti, da sodelujejo pri oblikovanju lokalne oblasti, odločanju o lokalnih zadevah. Teorija loči dve participativni obliki lokalne demokracije, neposredno in posredno. V neposredno lokalno demokracijo teoretiki uvrščajo zbor občanov, ljudsko iniciativo, referendum in pravico do peticije. Pri posredni lokalni demokraciji gre za odločanje preko, na lokalnih volitvah, izvoljenih predstavnikov. Prvi del naloge je namenjen predstavitvi posredne in neposredne lokalne demokracijo, s poudarkom na ureditvi lokalnih volitvah. V nadaljevanju naloge je predstavljena analiza volilne udeležbe lokalnih volitev v Sloveniji in volilni pravici tujcev na lokalnih volitvah kot dejavnika povečanja volilne udeležbe.

Secondary abstract: The elections are closely associated with democracy. Local democracy is the right of community residents to participate in the formulation of local authorities and decision making. The theory distinguishes two forms of local participatory democracy, the direct and the indirect local democracy. In direct local democracy theorists include citizens' assembly, popular initiative, referendum and the right to petition. In indirect local democracy the local residents control decision making through elected political officials. The first part of the paper presents direct and indirect local democracy with the emphasis on the organization of local elections. Hereinafter the paper presents an analysis of voter turnout in local elections in Slovenia and the right to vote of non-citizens as a factor of increasing voter turnout.
