Abstract
Policijska dejavnost 21. stoletja je v svojevrstni krizi identitete in se vse težje spopada z izzivi. Prav zaradi tega številni strokovnjaki, da bi izboljšali učinkovitost tega področja, kontinuirano predlagajo nove pristope in rešitve, znanost pa raziskuje, vpeljuje in analizira. V prihodnosti se mora marsikaj spremeniti, spremembe pa ne smejo biti samo kozmetične ali marketinške narave. Pri sistemih razvitih držav je opazen odmik od tradicionalne militaristične ureditve, ki je temeljila predvsem na represivnih metodah in retroaktivnem delovanju. Opazni so tudi poskusi vpeljave novih upravljalnih modelov, ki bi bili kar se da učinkoviti ob najmanjših mogočih stroških. Proaktivno preventivno delovanje je prvi in osnovni pojem, ki se ga je treba zavedati, kadar govorimo o obveščevalno vodeni policijski dejavnosti. Preučevani model je upravljalni model poslovne orientacije ter strateški mehanizem, katerega cilj je doseganje pozitivnih dolgoročnih ciljev. Vpeljava mora potekati od vrha hierarhične piramide navzdol ter vplivati na elemente zunaj nje, predvsem na nosilce odločanja. Pri policijskih postopkih je kriv predvsem pomanjkljiv pristop, kajti potrebni so rezultati brez dodatnega olepševanja. Zaposleni v policiji, ki so seznanjeni z osnovami kriminalistične obveščevalne dejavnosti, imajo tako do te teme kot do procesa dokaj površen odnos. Razlog za takšen način razmišljanja je prepričanje, da obveščevalno vodena policijska dejavnost izhaja izključno iz kriminalistične obveščevalne dejavnosti, a ta ima širši koncept. Za maksimalne rezultate zahteva celovit in holističen pristop, pa tudi podporo nosilcev odločanja za spremembo zdajšnje organizacijske kulture. Formalizacija koncepta obveščevalno vodene policijske dejavnosti, ki jo je spodbudila Evropska unija leta 2004, nam jasno razlaga model, katerega načela so prepoznavna in sprejemljiva na najvišjih ravneh. Kot nujno prepoznavamo tudi vpeljavo urejenega sistema zbiranja podatkov in njihovega arhiviranja za nadaljnjo ustrezno uporabo pristojnih služb. Rešitev problema ni le v številu zaposlenih v organizaciji, pomembnejša od količine je kakovosti. Za primer lahko vzamemo EUROPOL, organizacijo s solidno urejenim postopkom pridobivanja, obdelovanja, analize in uporabe podatkov, zbranih na terenu. Analizirali smo tri osnovne policijske strategije in njihovo medsebojno sinergijo, v problem usmerjeno policijsko delo, v skupnost usmerjeno policijsko delo ter obveščevalno vodeno policijsko dejavnost.

Policing of the 21st century is facing an identity crisis and dealing with the challenges is getting increasingly difficult. For this reason, a number of experts continue to propose new approaches and are exploring, introducing and analysing new solutions in order to improve efficiency in this area. The future of policing must change in a way which will not be only cosmetic in nature. There is a noticeable departure in countries that are still in transition from the traditional militaristic regime, which is primarily based on the repressive methods and retroactive operation, to a new pre-emptive one. There are also notable attempts of introducing new management models that could produce greater effects at less cost and in a shorter amount of time. When talking about intelligence-led policing, the first and basic concept which we must bear in mind is proactive prevention. This model represents a management business model and a strategic orientation mechanism, aimed at achieving positive long-term goals. The introduction of the model should start from the top and affect the elements outside it, especially the decision-makers. As far as police procedures go, the problems found here are caused by the lack of approach, the necessity of results without any additional embellishment. Police employees, who are familiar with the basics of Intelligence-led policing, have a rather sloppy attitude to its process. The reason for this lies in the belief that intelligence guided policing is derived exclusively from criminal intelligence, whilst not acknowledging its wider concept. Maximum results require a comprehensive and holistic approach, as well as support from the decision-makers as a shift in the current organizational culture. The formalization of the concept of intelligence-led policing, which was held by the European Union in 2004, gives us a clear understanding of the design principles which are recognized and accepted at the highest levels. We recognized the urgent introduction of a regulated system of data collection as well as its preservation for adequate future use by competent services. Solution to the problem lies not in quantity, but in quality of the employees. We can take Europol as an example of an organization that has a solid method of acquiring, processing, analysis and use of data collected in the field. We analysed three basic policing strategies and their mutual synergy, problem-oriented policing, community policing and intelligence-led policing. |
