Eksterni stroški cestnega prometa in njihovo zmanjševanje s pomočjo inteligentnih transportnih sistemov

Abstract

V diplomski nalogi smo se osredotočili na problem eksternih stroškov cestnega prometa. Eksterni stroški so vsi negativni vplivi prometa na družbo, ki jih uporabnik, ki jih je povzročil, ne poravna. Med te stroške sodijo stroški prometnih nesreč, zvočne emisije, emisije škodljivih plinov, zastoji, klimatske spremembe ... V interesu vseh nas je, da so ti stroški čim manjši. Obstaja več načinov, kako jih lahko zmanjšamo. V tej diplomski nalogi je opisano, kako jih lahko zmanjšamo s pomočjo inteligentnih transportnih sistemov (ITS). V tretjem poglavju so podani konkretni predlogi za zmanjšanje eksternih stroškov cestnega prometa v Sloveniji. Predlaganih je več ukrepov, med drugim vpeljava novih ITS sistemov v cestni promet in oblikovanje urada za ITS na Ministrstvu za promet. Predlagana je tudi drugačna obdavčitev motornih vozil, in sicer da bi bila vozila obdavčena na podlagi izpustov CO2 in varnosti, ne pa samo na podlagi izpustov.

Secondary abstract:	Main topic of this university degree is external costs of road transport. External costs are all the negative effects on the society that are not directly payed by the user that caused them. Among these costs are those of road accidents, sound and gas emissions, coasts of traffic jams and climate changes. It is in common interest that these costs are as low as possible. There are many ways in which we can reduce these costs, we have explained it in one way that is with intelligent transport system (ITS). In chapter Prenova some concrete suggestions for decreasing of external costs of road traffic are explained. We suggested some new technology (ITS) in road traffic and introduction of a new department in the Ministry of transport that would be responsible for ITS. We also suggested some differences in taxing of motor vehicle that are sold in Slovenia.
