Abstract

V diplomskem delu je predstavljena splošna opredelitev transportnih zvrsti, med katerimi je izpostavljen železniški transport, ki se je v zadnjih letih veliko manj razvijal od drugih zvrsti transporta. Vsebina opredeljuje razvoj javne železniške infrastrukture v Sloveniji in Evropski uniji v procesu deregulacije in liberalizacije, ki ga določata Bela knjiga ter vpliv železniškega transporta na gospodarstvo. EU načrtuje, da bo v prihodnje z izpolnitvijo prioritet prometne politike, ki določajo investicije v obstoječo železniško infrastrukturo in novogradnje, vzpostavila stanje, ki bo omogočalo povečanje železniškega prevoza s preusmeritvijo potnikov in tovora s cestnih povezav in letališč na varne in zanesljive železniške proge. Zaradi preobremenjenosti cest in zračnega prostora je namreč okolje precej bolj onesnaženo, kot bi bilo zaradi okolju prijaznejšega železniškega prometa. Poseben poudarek diplomskega dela je na pravni ureditvi železniškega transporta v Sloveniji in njegova odstopanja ter uskladitve s pravnim redom EU (zakoni, uredbe, razvojni programi in projekti). Predstavljena pa je tudi politika kakovosti in okoljska politika železniškega prometa v Sloveniji.

Secondary abstract: The diploma dissertation represents a general division by types of transport, focusing on rail transport, which has been developing much slower in recent years than other types of transport. The dissertation elaborates the development of rail infrastructure in Slovenia and the European Union in the process of deregulation and liberalisation as defined by the White Paper and the influence of rail transport on economy. The EU plans in future, with the fulfilling of transport policy priorities defining investments into the existing railway infrastructure and new constructions, to establish a situation that will enable increased rail transport by redirecting passengers and cargo from road connections and airports to safe and reliable railway tracks. The environment is due the congestion of road and air traffic significantly more polluted than it would be with the more environment-friendly rail transport. The dissertation places special emphasis on the legal regulation of rail transport in Slovenia, it`s deviations from and harmonisation with EU legislation (acts, regulations, development programs). It also presents the quality policy and environmental policy of rail transport in Slovenia.
