Abstract

POVZETEK Po prehodu iz sistema splošne vojaške obveznosti (naborniškega sistema) v prostovoljno popolnjevanje oboroženih sil (poklicno vojsko), je Slovenska vojska postala eden največjih delodajalcev v državi. Sprememba je terjala zaposlovanje v bistveno večjem obsegu kot do tedaj. Slovenska vojska je v ta namen uvedla projekt PROVOJ (profesionalna vojska), ki naj bi celovito in učinkovito realiziral zaposlitvene cilje do leta 2010. Nekaj let pozneje pa se je pokazalo, da kljub naporom proces ne poteka gladko in načrtovano. Še več, število zaposlitev je iz leta v leto upadalo, trend zapuščanja pa se je nadaljeval. Tako je leta 2007 prvič bilo število zapuščanj vojske večje od števila zaposlitev. Razlogi za slab interes po zaposlitvi v Slovenski vojski so bili predvsem gospodarska rast v državi, manjša konkurenčnost Slovenske vojske ter pogoji zaposlovanja. Enaki razlogi so povzročali, da je število odhodov iz Slovenske vojske naraščalo. Od vzvodov, ki so v takšnih situacijah na voljo in jih uporabljajo druge članice NATA, Slovenska vojska ni uporabila praktično nobenega (razen povečanja naložb v promocije). Vendar pa se je v naslednjih letih trend obrnil v prid zaposlitev. Razlog za to je zopet in predvsem v gospodarski krizi, ki je zajela državo. Povečalo se je število brezposelnih in posledično iskalcev službe, kar pa je sovpadalo s povečano promotivno dejavnostjo. Vendar bo prej ali slej krize v državi konec in Slovenska vojska mora na to biti pripravljena. Postati mora konkurenčna na trgu delovne sile ter fleksibilna v postavljanju in spreminjanju pogojev zaposlovanja, če se želi izogniti trendom iz preteklosti. V nalogi sem predstavil, kako so se problematike zaposlovanja in zadrževanja kadra lotili v Belgiji, Združenem kraljestvu ter ZDA, ter predlagal nekaj vzvodov, ki bi lahko zagotavljali nemoten proces zaposlovanja in zadrževanje v Slovenski vojski.

Secondary abstract: ABSTRACT By switch from a general military obligation (conscript) to all-volunteer armed forces or a professional army, the Slovenian Armed Forces became one of the largest employers in the country. The amendment required the employment of a much larger scale than hitherto. Slovenian Armed Forces have in place a project PROVOJ (professional military) are supposed to realize the full and effective recruiting targets by 2010. A few years later it was shown that, despite the efforts the process was not smooth and as planned. Moreover, the number of recruitment from year to year decline, leaving trend has continued. For the first time in 2007 the number of leaving personnel was higher than the number of recruitment. Reasons for the poor interest in employment in the Slovenian Armed Forces were mainly economic growth in the country, less competitive Slovenian Armed Forces and employment conditions. The same reasons have caused the number of departures from the Slovenian army grew. Since the levers, which are in such situations available to and used by other NATO members, the Slovenian army has virtually no use (except for investment in promotion). However, in subsequent years, the trend reversed in favor of employment. The reason for this lies again and especially in the economic crisis which hit the country. The number of unemployed, and consequently the number of job seekers grew, which coincided with increased promotional activity. But sooner or later the country's crisis will end and the Slovenian Armed Forces must be prepared to this. It must become competitive in the labor market and flexible in setting and changing conditions of employment, if it wants to avoid the trend of the past. In the task I have outlined how the problem of recruitment and retention of staff were undertaken in Belgium, the United Kingdom and the United States of America, and proposed some levers that could ensure smooth recruitment and retention in the Slovenian Army.
