diplomsko delo visokošolskega strokovnega študija Varnost in notranje zadeve
Abstract
V diplomski nalogi z naslovom Nasilje v družini – analiza stanja v Republiki Sloveniji od leta 2004 do leta 2010 bomo proučevali nasilje v družini s teoretičnega in praktičnega vidika v navedenem sedemletnem obdobju. Posamezne vsebine, ki so pomembno vplivale na obravnavano obdobje in tematiko, se bodo nanašale tudi na čas pred tem obdobjem in po njem.
Prvi del bo namenjen pravnim značilnostim oziroma formalni ureditvi tega področja, teoretičnim spoznanjem o nasilju v družini, storilcih in žrtvah, dobršen del vsebin bo namenjenih policijskemu delu na tem zahtevnem področju, izobraževanju in usposabljanju policistov ter sodelovanju policije z ostalimi, ki so udeleženi v obravnavanju in preprečevanju nasilja v družini. Posamezne vsebine se bodo nanašale na izkušnje tujih držav z obravnavanjem tovrstnega nasilja. Sledil bo del, ki se bo nanašal na zbir in analizo statističnih podatkov Policije. Ministrstvo za notranje zadeve (v nadaljevanju MNZ) je skupaj s Policijo edina institucija, ki je do sprejetja Zakona o preprečevanju nasilja v družini (2008) zbirala in vodila uradne statistike na področju nasilja v družini. Centri za socialno delo so z uveljavitvijo navedene sistemske zakonodaje zadolženi za zbiranje podatkov, ki jih potrebujejo za obdelavo osebnih podatkov, in zbiranje po zakonu, ki ureja socialno varstvo.
Zastavili si bomo tri hipoteze, s katerimi bomo poskušali ugotoviti, ali je nasilje v družini v obdobju 2004–2010 naraščalo, se zmanjševalo oziroma ostalo na enaki ravni. Pri tem se bomo omejili tako na prekrške kot na kazniva dejanja. Zanimalo nas bo tudi, katere kategorije oseb so bile najbolj ogrožene zaradi nasilja v družini. Glede na kompleksnost tega področja bomo statistično obravnavo razširili še na druge pokazatelje, ki bodo dali celovit vpogled v stanje na področju nasilja v družini v Sloveniji v obdobju 2004–2010.
Pri pisanju diplomskega dela bo uporabljena metoda analize tekstov. Pomagali si bomo tudi s statistiko, pridobljeno iz policijskih evidenc. Statistične podatke bomo prikazali s pomočjo kvantitativnih metod, mednje sodita metoda induktivne in deskriptivne statistike. Sklepi bodo oblikovani na podlagi metod analize in sinteze. Vse to nas bo pripeljalo do želenih rezultatov.
Glede na razmere in spreminjanje pojava v Evropi in po svetu pričakujemo, da bo število primerov z elementi nasilja v družini v obdobju 2004–2010 v Sloveniji naraščalo ter da bodo ženske in otroci tisti skupini, ki bosta zaradi nasilja v družini najbolj ogroženi.

The paper “Domestic Violence – Analysis of the situation from 2004 to 2010 in the Republic of Slovenia” deals with domestic violence in the indicated seven-year period from a theoretic and practical perspective. Individual issues, which have substantially influenced the said period and problems, may refer to a time before or after the seven-year period.
The first part deals with legal characteristics or the formal layout of the field, theoretical knowledge on domestic violence, perpetrators and victims; a substantial portion is intended for police work in this complex field, and for the education and training of police officers, and for the cooperation of police with other key players in dealing with and prevention of domestic violence. Individual topics relate to experiences of foreign countries in the field of domestic violence. The next part deals with collecting and analysing of the Police statistical data. The Ministry of the Interior (hereinafter MNZ) or the Police is the only institution which has been collecting and processing data from the field of domestic violence before the adoption of the Family Violence Act (2008). With the adoption of this Act, social work centres have become obligated to gather data required for processing of personal data in accordance with the legislation which governs social welfare.
Three hypotheses have been formulated which help ascertain whether domestic violence has been on the increase, decrease, or whether its frequency has remained unchanged in the period from 2004 to 2010. They are focused on misdemeanours as well as criminal offences. In this paper, I will also ascertain which groups of people are most at risk by domestic violence. Due to the complexity of the field, I will also deals with the statistical aspect of other factors which will provide a comprehensive overview of domestic violence in the Republic of Slovenia in the period from 2004 to 2010.
The method of text analysis has been employed for composing of this paper, and I have also used the statistic obtained from the police statistic. The statistical data is illustrated using quantitative methods, including the methods of inductive and descriptive statistics. Conclusions will be formulated based on analysis and synthesis, and this will point us towards the expected results.
According to European and global trends, it is expected that the number of cases containing elements of domestic violence in the period of 2004 to 2010 in the Republic of Slovenia will be on the increase, and that women and children are part of the group which suffers from the highest risk of domestic violence. |
