diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo
Abstract
V diplomskem delu bom predstavila pogoje in kriterije opravljanja policijske dejavnosti na kolesu, vsakoletni teoretični in praktični potek usposabljanja in s tem izpolnjevanje ciljev. Nekoliko bolj bom predstavila sestavo kolesa, primernega za opravljanje različnih nalog, s katerimi se policisti vsakodnevno srečujejo, zakaj so policisti na kolesih uspešnejši od policistov v avtomobilih, in s katero vrsto kolesa so najbolj učinkoviti oziroma uspešni pri opravljanju najrazličnejših nalog.
Opravila sem razgovor s policistko Policijske postaje Ljubljana Center in policistom ter policistko Policijske postaje Novo mesto, ki so mi navedli in opisali svoje primere, s katerimi so se srečali v preteklosti (oboroženi rop, kršitev javnega reda in miru in drzno tatvino), v njih pa obrazložili, da so bili uspešnejši oziroma manj učinkoviti na kolesu od patrulje z avtomobilom. S tem so pogojeni različni dejavniki, kot so razne ovire na vozišču, kraji kamor dostop z avtomobilom ni mogoč, dobre in slabe vremenske razmere, oprema policista s kolesom in policistov z avtomobili, prisotnost sodelavca, ki ti nudi pomoč ali te varuje pri prijetju storilcev.
Spoznala sem njihove prednosti in slabosti pri različnih napotitvah s strani operativno-komunikacijskega centra.
Za varno delo bi še dodatno izpostavila pomen ustrezne kolesarske opreme, uniforme in obvezne zaščitne opreme, ki bi jo moral vsak policist prejeti v celoti in ustrezno uporabljati.
Poleg tega bom navedla vzroke najpogostejših nesreč (smer vožnje, neupoštevanje pravil prednosti, neprilagojena hitrost) in nasvetov, kako oziroma na kakšen način zmanjšati število prometnih nesreč, ki se pogosto dogajajo prav kolesarjem, pri tem pa moramo vedeti, da so ena od najranljivejših udeležencev v cestnem prometu.
Za konec sem opravila razgovor s pomočnikom komandirja Policijske postaje Novo mesto, ki mi je odgovoril na nekaj strokovnih vprašanj, predstavil nekatere prednosti, kot so nizka cena vzdrževanja koles, manjša obraba delov in opreme kolesa, bolj dostopni in opazni v očeh javnosti.

In this thesis I will try to present a little more closely what conditions and criteria must be met by a police officer to carry out work on the bicycle, his annual theoretical and practical course of training and fulfillment of the objectives. Slightly more I will focus on the composition of a suitable bicycle for different tasks police officers are facing on a daily basis, why police officers on bicycles are more successful than police officers in cars and what kinds of bicycle are most effective and successful in performing a variety of tasks.
I did an interview with a police officer from the police station Ljubljana Center and the police officers from the police station Novo mesto who described the cases they faced in the past (armed robbery, violation of public order and qualified theft). These notes explain why they were more or less successful on bicycles than a patrol car. This is conditioned by various factors such are various obstacles on the road, locations to which access by car is not possible, good and bad weather conditions, equipment policeman on a bicycle and police cars, the presence of a colleague who offers you help and protect you in the arrest of the perpetrators.
I learned their strengths and weaknesses in various referrals by the Operation and Communication Centre.
I can not forget to mention the appropriate cycling equipment, uniforms and compulsary protective equipment every police officer should receive in full and use appropriately.
In addition, it is necessary to mention the most common causes of accidents (driving directions, failure to comply with the rules of priority, excessive speed) and tips how to reduce the number of traffic accidents that often happen to cyclists who are one of most vulnerable road users.
At the end I interviewed the assistant commander of police station Novo mesto who gave answers to some professional issues on this topic, he presented some advantages such as low cost of maintenance of bicycles, less worn off bicycle parts and equipment, more accessible and visible to the public eye. |
