Abstract

Moderna družba je nenehno povezana v splet. Ta je del vsakdana posameznika, organizacij in državnih institucij. Naraščanje števila digitalnih podatkov danes ustvarja pomembno priložnost za ustvarjanje novih načinov doseganja ekonomskih in socialnih vrednosti. Podobno, kot danes obravnavamo in vrednotimo ter spodbujamo pretoke tradicionalnih dobrin trgovanja, moramo sedaj ustvariti odnos do teh novo nastalih sredstev. Ustrezen, zaupanja vreden in merljiv pretok elektronskih podatkov lahko dosežemo na podlagi učenja iz praktičnih primerov, na podlagi primernih vodil in zakonskih okvirjev. Varno in zaupanja vredno spletno okolje lahko dosežemo le z globalnim splošnim konsenzom deležnikov. Doseganje ravnovesja zahteva pristop, ki vključuje poglede in mnenja družbe, zakonodajalcev in organizacij. Pred nami se odpira zagoneten izziv neprimerljivih razsežnosti. Norme in pravila se v svetu elektronskega poslovanja spreminjajo vselej hitreje, presegajo naše pristope s protiukrepi in dvigajo sposobnosti tradicionalnega postavljanja pravil na nove ravni. Neustrezno organizacijsko zbiranje, obdelava in hramba osebnih podatkov lahko ogrozi gospodarsko in socialno blaginjo vseh deležnikov razprave. Posamezniki izgubljajo zaupanje v organizacije in državne institucije. Organizacije začenjajo dvomiti o lastni sposobnosti zagotavljanja varnosti in zaupnosti podatkov odjemalcev. Nadalje o lastnem ustvarjanju konkurenčne prednosti in ustvarjanju dodatne vrednosti zbranih podatkov. Državne institucije danes iščejo načine, kako utrditi zaupanje vseh deležnikov, nadgraditi zastarela zakonska določila in ustvariti zaupanja vreden spletni prostor. Razpravljamo o najboljših pristopih k boljšemu varovanju osebnih podatkov, ustvarjanju odnosov zaupanja med deležniki in oblikovanju celovitih splošnih vodil, ki bi omogočala spletni pretok podatkov na reguliran, zaupen in merljiv način. Spletno okolje, ki je zaupanja vredno dovoljuje posameznikom biti varni, anonimni in skrbi za njihovo zasebnost. Hkrati varuje družbene vrednote in omogoča brezskrbno sodelovanje vseh deležnikov.

Secondary abstract: The modern society is constantly on-line. The internet is a part of everyday life of individuals, organizations and governments. The rise of digital data creates an important opportunity for creating new economic and social values. The society needs to address data in the same manner we address traditional goods today. A proper trustworthy and measurable digital data flow can be achieved based on learning from best practices, developed rules and legislation. A safe and trustworthy online environment can only be achieved through a global general consensus stakeholders. Achieving stakeholder balance requires an approach that includes the views and opinions of society, legislators and organizations. A challenge of unparalleled proportions is arising. Norms and rules in the world of electronic business change fast and are always beyond traditional approaches and countermeasures and constantly test the ability of traditional rule setting. Establishments gather, process and store personal data. Insufficient on-line care of personal data in this process can threaten the economic and social well-being of all stakeholders. Public trust in organizations and governments is at a downfall. Businesses themselves are skeptical with their ability to ensure the safety and confidentiality of consumer data. Furthermore, uncertain about their capability of achieving competitive advantages using collected data. Governments are now also involved, as they are seeking new ways to build trust and update privacy protection legislation to create a trustworthy on-line environment. We will consider the best methods for improving personal data protection, creating a trustworthy relationship between stakeholders and comprehensive principles which would allow online data flow in a regulated, private and measurable manner. A trustworthy online environment empowers individual’s privacy, safety and anonymity. It protects social values and enables care-free participation of all stakeholders.
