Abstract
Evropska komisija je 13. maja 2015 predstavila evropsko agendo o migracijah, v kateri opisuje takojšnje ukrepe, ki bodo sprejeti v odziv na krizne razmere v Sredozemlju, ter ukrepe, ki jih je treba za boljše upravljanje vseh vidikov migracij sprejeti v prihodnjih letih. Ta agenda predstavlja evropski odziv, ki združuje notranjo in zunanjo politiko ter čim bolje izkorišča agencije in orodja EU, hkrati pa vključuje vse akterje – države članice, institucije EU, mednarodne organizacije, civilno družbo, lokalne oblasti in tretje države. Komisija je opredelila konkretne in takojšnje ukrepe, ki jih bo sprejela. V letih 2015 in 2016 se bodo trikratno povečali zmogljivosti in sredstva za skupne operacije Triton in Pozejdon agencije Frontex. Sprejet je bil predlog spremembe proračuna za leto 2015, da bi se zagotovila potrebna sredstva, ki bodo skupaj znašala 89 milijonov evrov. Sprejeta agenda predvideva tudi začetek operacije skupne varnostne in obrambne politike v Sredozemlju za razbijanje mrež trgovcev z ljudmi in boj proti tihotapljenju ljudi, ki bo potekala v skladu z mednarodnim pravom. Za prihodnost pa evropska agenda o migracijah razvija politične usmeritve za vsesplošno boljše upravljanje migracijskih tokov, ki bo temeljila na štirih stebrih. Ti vključujejo zmanjšanje spodbud za nedovoljeno migracijo, okrepitev vloge in zmogljivosti agencije Frontex za boljše upravljanje meja, bolj celovito in usklajeno izvajanje skupnega evropskega azilnega sistema ter novo politiko o zakonitih migracijah.

The European Commission presented on 13 May 2015, the European agenda on migration, which outlines immediate actions to be taken in response to the crisis situation in the Mediterranean, and the measures which should be to better manage all aspects of migration in the years ahead. This agenda represents a European response that combines internal and external policies and to maximize the advantage of agencies and EU tools, while involving all actors - Member States, EU institutions, international organizations, civil society, local authorities and third countries. The Commission has identified concrete and immediate measures to be adopted. In the years 2015 and 2016 will be a threefold increase capacity and resources for joint operations Triton and Poseidon agency Frontex. It was adopted a draft amending budget for 2015, in order to ensure the necessary resources that will be a total of 89 million euros. Adopted agenda also provides for the commencement of the operation of the Common Security and Defence Policy in the Mediterranean for the breaking of traffickers' networks and the fight against human trafficking to be held in accordance with international law. For the future, European Agenda on migration develops policy guidance for overall better management of migration flows, which will be based on four pillars. These include reducing the incentives for irregular migration, strengthening the role and capacity of agency Frontex to improve border management more integrated and coordinated implementation of the Common European Asylum System, and a new policy on legal migration. |
