Abstract

Policijsko delo v skupnosti ter sodelovanje policije z varnostnimi službami je v diplomskem delu opisano z namenom predstavitve zagotavljanja varnosti ljudi in premoženja na majhnem, vendar varnostno zelo obremenjenem območju nakupovalnega središča. Oblika dela že v imenu nakazuje, da je za izvajanje le-te prvi pogoj skupnost ljudi z istimi ali podobnimi interesi sobivanja ali soustvarjanja ter zagotavljanje ene od osnovnih človekovih potreb ‒ potrebe po varnosti. S spremembo političnega sistema v Sloveniji, odpiranjem meja in povezovanjem s tujino ter posledično hitrim gospodarskim razvojem se je spremenilo tudi dojemanje ljudi do sprememb v družbi. Kljub odprtosti in želji po vsem novem je potreba ljudi po varnosti vsekakor ostala ista oziroma je in postaja vedno bolj cenjena dobrina. S spreminjanjem zakonodaje, uvajanjem zahodnoevropskih načinov policijskega dela v skupnosti (Lobnikar, Sotlar in Meško, 2013), predvsem pa s pluralno policijsko dejavnostjo (Dolenc, 2010; Modic, Lobnikar in Dvojmoč, 2014) so se poleg tradicionalnih državnih organov za zagotavljanje splošne varnosti v zagotavljanje in nudenje le-te vključili še novo nastali deležniki, kot so varnostno-svetovalne službe, varnostne službe, redarske službe, detektivi. Za to področje zagotavljanja in predvsem nudenja varnosti je bilo zato treba sprejeti tudi nove zakonske ureditve. V nadaljevanju je opredeljena netipična skupnost ‒ nakupovalno središče. Nakupovalna središča glede na svojo specifičnost oziroma prisotnost velikega števila ljudi na razmeroma majhnih območjih za policijo ter varnostne službe predstavljajo območja z visokim varnostnim tveganjem. Zagotavljanje varnosti predstavlja izziv, ki ga je mogoče reševati in uspešno izvajati zgolj z dobrim in usklajenim sodelovanjem vseh deležnikov na vseh ravneh upravljanja in izvajanja nalog za preprečevanje kriminalitete in zagotavljanje javnega reda. Sklepni del zajema opredelitev postavljenih hipotez, analizo ugotovitev pridobljenih mnenj iz intervjujev ter priporočila za nadaljnje delo, predvsem policistov pri zagotavljanju varnosti v nakupovalnih središčih s poudarkom na sodelovanju in posredovanju ugotovitev in zaznanj pri svojem delu. Pomembno je, da se zaznavanja in ugotovitve varnostnikov ali policistov pri delu hitro in na čim kakovostnejši način medsebojno posredujejo. S tem se povečuje učinkovitost dela na področju zagotavljanja varnosti, kakor tudi hitreje odziva na pojave novih oblik izvrševanja kaznivih dejanj ali kršitev javnega reda.

Secondary abstract: The cooperation of the police and private security services in the joint provision of security in the shopping center BTC City Ljubljana Police work in the community and police cooperation with security services is described in the thesis with the purpose of presenting the safety insurance of people and property in a small but security wise extremely overwhelmed area of the shopping centre. The form of police work in the community in the name itself indicates that in order to implement it, the first condition is the community of people with same or similar interests of coexistence or co-creation and providing one of the basic human needs - the need for security. The change of the political system after the independence of Slovenia, opening of the borders and integrating with the rest of the world and, consequently, rapid economic development, has changed the perception of people to change society. Despite the openness and desire for new, the need for safety remained the same, and, is becoming an increasingly prized commodity. With the changing of the legislation or introducing western methods of police work in the community (Lobnikar, Sotlar and Meško, 2013), especially with plural policing (Dolenc, 2010; Modic, Lobnikar and Dvojmoč, 2014), in addition to traditional operators for the provision of general security and ensuring the provision of it, newly established stakeholders such as security services, stewarding, detectives were included in it. For this area, it was also necessary to adopt a new regulation. In the following an atypical community is defined – the mall. Shopping centres because of their specificity or presence of a large number of people in a relatively small area, both for police as well as security services represent areas with high security risks. Ensuring safety therefore presents a challenge that can be tackled and successfully implemented only with good and coordinated cooperation of all stakeholders at all levels of management and implementation of tasks to prevent crime and ensure public order. The final part covers the definition of hypotheses, analysis of the findings derived from the interviews, opinions, and recommendations for further work, primarily the police in providing security in shopping centres with an emphasis on cooperation and transfer of findings and the detection of their work. An important fact is that the perceptions and findings of the security guards quickly and in the best quality manner transfer. This increases the professionalism and efficiency in the provision of security, as well as a faster response to the emergence of new forms of enforcement of criminal offenses or breaches of public order.
