Abstract
V diplomskem delu so uvodoma predstavljena metodološka izhodišča, ki izhajajo iz izbranih teorij avtorjev T. Lee, J. Middleton in strokovnih sodelavcev Javnega zavoda Triglavski narodni park, in se ukvarjajo z različnimi pogledi, kako pripraviti kakovosten načrt upravljanja za zavarovana območja. V prvem delu je predstavljen Triglavski narodni park ter njegovi cilji in nameni. V nadaljevanju so opisane zakonske obveznosti za pripravo in vsebinski obseg načrta upravljanja. Cilji diplomskega dela so opisati postopek priprave, predstaviti in analizirati vse faze pri pripravi načrta upravljanja, ter opozoriti na različne probleme in razvojne trende, ki jih je treba z upravljavskimi nalogami in aktivnostmi vsebinsko rešiti, ter doseči zastavljeno varstvo narave in trajnostni razvoj. Naloge morajo biti oblikovane tako, da bodo z opredeljenimi nosilci in časovnimi roki tudi izvedljive. Za izvajanje načrta upravljanja je zadolžen tako upravljalec narodnega parka kakor tudi drugi deležniki v prostoru, njegovo ustreznost pa je treba spremljati z objektivno merljivimi kazalniki. Ključno je, da je načrt upravljanja pripravljen tako, da je usklajen z veljavnimi predpisi, da obsega varstvene in razvojne vsebine v skladu s cilji in nameni narodnega parka ter da se v njem prepoznajo tudi lokalne skupnosti, saj je narodni park prostor, v katerem je treba domačemu prebivalstvu zagotoviti ustrezne bivalne, socialne in gospodarske razmere.

In the introduction, the thesis outlines the methodological groundwork laid by selected theories of T. Lee, J. Middleton and expert associates of the Triglav National Park Public Institute, and discusses their different views on how to write a good protected area management plan. The first part of the thesis focuses on Triglav National Park, its aims and objectives. Then the thesis describes the legal requirements to prepare a management plan and outlines its contents. The main objectives of the thesis are to describe the management planning process, present and analyse its phases, and discuss various problems and development trends which need to be addressed through management tasks and activities to ensure nature protection and sustainable development. The tasks must be appropriately defined so that they can be implemented by the specified responsible persons and within the specified time frames. Implementation of the management plan is the responsibility of the national park managing body as well as all other stakeholders, and its performance has to be monitored using measurable indicators. It is of key importance that the management plan is coordinated with applicable regulations, addresses nature protection and development issues in line with the aims and objectives of the national park, and involves local communities, because the national park is a living space and a habitat which has to provide local inhabitants with favourable living, social and economic conditions. |
