Abstract

Sport has become a mass phenomenon in the last few decades and, as such, it frequently forms part of peopleʼs every-day lives. Because it is so widespread and has various effects, interest from the structures of the different authorities for sport has been growing. The main aim of this articleis to analyse how the Slovenian state authorities have defined, justified and subsequently enabled realisation of the public interest in the field of so-called sport for all in the country in the last decade. Through ananalysis of public opinion, financing, document content analysis and semi-structured interview data, the situation of what is called semi- justified intervention is disclosed. On one hand, this can be seen in the almost consensual agreement among the public that there is a need for the incentive role of the state to foster sport activities among the citizens while, on the other hand, a huge implementation gap in sport for all policy in the state is seen when analysing actual every-day policy-making which results in an over-normative, financially- and policy-unbalanced definition and implementation of the public interest.

Secondary abstract: Šport je v zadnjih desetletjih postal množičen pojav in pogosto del vsakodnevnih življenjskih praks ljudi. Zaradi njegove razširjenosti in raznolikih učinkov, ki jih (ne)ukvarjanje z njim prinaša ljudem, se povečuje tudi interes struktur oblasti zanj. Osrednje vprašanje tega članka je raziskati, kako oz. na kakšen način slovenska država razume, izvaja in upravičuje poseganje na področje športa za vse v zadnjem desetletnem obdobju. Prek statistične in kodirne analize javnomnenjskih, normativnih in finančnih podatkov ter izvedenih polstrukturiranih intervjujev razkrivamo stanje t. i. pol upravičenega posega, ki se po eni strani kaže skozi soglasno izražen interes po potrebi, da država spodbuja šport med državljani, po drugi strani pa skozi velike implementacijske vrzeli pri vsakodnevnemu izvajanju politike športa za vse. Rezultat tega je na pretirano normativni politični ravni opredeljen in finančno ter javnopolitično neuravnoteženo zasledovan javni interes.
