Abstract

Terrorist attacks have obvious implications in terms of direct property damage and the loss of human life, whereas the question of the overall economic impact remains the subject of speculation. Based on a systematic secondary analysis of a number of studies of terrorist attacks in the past few decades, we attempt to determine whether these attacks actually have negative macroeconomic and microeconomic effects, which factors influence their magnitude, what is their duration and whether there are any effective mechanisms to offset the negative economic effects. The evidence suggests that the economic effects of sporadic terrorist attacks are quite modest and short-lived and can be successfully controlled using efficient fiscal and monetary measures.

Secondary abstract: Teroristični napadi imajo očitne posledice v neposredni materialni škodi in izgubi človeških življenj, medtem ko je vprašanje o celotnih ekonomskih učinkih praviloma le predmet špekulacij in različnih ocen. Na osnovi sistematične sekundarne analize številnih raziskav terorističnih napadov v preteklih desetletjih skušamo ugotoviti, ali imajo ti dejansko negativne makro- in mikroekonomske učinke, od česa je odvisen obseg teh učinkov, kakšno je njihovo trajanje in ali obstajajo mehanizmi za njihovo učinkovito obvladovanje. Analiza kaže, da so ekonomski učinki najverjetneje negativni, vendar relativno majhni, dokaj časovno omejeni in da jih vsaj razvitejše države lahko uspešno omejujejo s pravočasnimi fiskalnimi in monetarnimi ukrepi.
