Abstract
Diplomsko delo opisuje problematiko nasilja in kriminalitete v urbanih središčih doma in v tujini, s pomočjo teorije razbitih oken (angl. Broken windows theory). Teorija razbitih oken, kot jo pojmujeta njena avtorja James Q. Wilson in George L. Kelling, temelji na predpostavki, da je strategija preprečevanja kriminala lahko uspešna zgolj in samo v primeru, v kolikor se problem kriminala začne preprečevati še preden le-ta izbruhne v polni razsežnosti. Obstajajo tudi avtorji, ki se s tezo James Q. Wilsona in George L. Kellinga in njunem pojmovanju teorije razbitih oken ne strinjajo v celoti. Oscar Newman trdi, da je prisotnost policije kot najvišje avtoritete zagotavljanja javnega reda in miru, nezadosten pogoj za dosego cilja, ki si ga vsi želimo, tj. živeti v mestu brez kriminala in nasilja. Omenjeni cilj bo možno doseči le na način, da bomo v proces zagotavljanja javnega reda in miru, poleg policije, vključili tudi prebivalce, ki živijo na problematičnih območjih. S tem, ko v proces zagotavljanja javnega reda in miru vključimo prebivalce, ki živijo na problematičnih območjih, v le-teh zbudimo občutek pripadnosti skupnosti, v kateri živijo.

The present thesis describes the violence and criminality in urban centres at home and abroad, with the help of the Broken windows theory . The theory of broken Windows, as seen by its author, James Q. Wilson and George L. Kelling, is based on the assumption that the strategy can be successful in crime prevention only in the case, when we start preventing the problem of crime before it breaks out into a full dimension. There are also authors, who do not agree with the thesis of James q. Wilson and George l. Kelling and their conceptions of the theory of broken windows in full. One of them is Oscar Newman, who claims that the police presence as the highest authority to ensure public order and peace, as the condition is insufficient to achieve the goal that we all want, which is living in a city without crime and violence. It will be possible to achieve the objective only if we include residents who live in the problematic areas in the process of ensuring public order and peace in addition to the police force. When the process of ensuring public order and peace includes residents who live in problematic areas, the feeling of belonging to the community in which they live is woken. |
