Abstract

Malo in srednje veliko podjetje je tisto, ki ima majhen delež na trgu, lastniki ga vodijo na oseben način in ni del nobenega večjega podjetja. Pravni obliki takih podjetij sta družba z omejeno odgovornostjo (d.o.o.) in samostojni podjetnik (s.p.). Kakor ostala podjetja, tudi mala in srednje velika podjetja potrebujejo finančno pomoč. Razne pomoči se lahko pridobijo na državni, regionalni in lokalni ravni. Malim in srednje velikim podjetjem daje veliko pozornosti tudi Evropska unija, ki s posebnimi programi spodbuja nastanek in razvoj teh podjetij, Slovenski podjetniški sklad pa jim preko garancijske sheme zagotavlja zavarovanja v obliki garancij. Poslovni angeli so posamezniki, ki vlagajo v novonastala podjetja. Pripravljeni so sprejeti večja tveganja in posledično zahtevajo nadpovprečne donose. Zelo so dobrodošli v začetnih fazah razvoja podjetja, kadar banke še niso pripravljene financirati. Malim in srednje velikim podjetjem nudijo pomoč Slovenski podjetniški sklad, SPIRIT Slovenija, JEREMIE in poslovni angeli. Evropska unija pa nudi pomoč preko kohezijske politike. Med letoma 2014-2020 je na razpolago do 366,8 milijarde evrov za naložbe v evropske regije, mesta in gospodarstvo. V diplomskem seminarju smo raziskali vlogo MSP v Sloveniji in svetu, predstavili politiko državnih pomoči, ki je v skladu s pravili v okviru EU, ter v zvezi s tem institucije in programe, ki so najpomembnejši pri financiranju.

Secondary title: Financial assistance in the establishment of small and medium-sized business
Secondary abstract: Small and medium-sized enterprise is one that has a small share on the market, ran by the owners in a personal way and is not part of any larger company. The legal forms of such companies are limited liability company (l.l.c.) and entrepreneur (SpA). Like other companies, small and medium-sized companies need some financial assistance too. Various aids can be obtained on the national, regional and local level. The European Union also gives much attention to small and medium-sized enterprises, encouraging the formation and development of these companies with special programs, on the other hand, the Slovenian Enterprise Fund provides them with insurances in the form of guarantees through a guarantee scheme. Business angels are individuals who invest in a newly created company. They are willing to take more risk and consequently require above-average incomes. They are very welcome in the early stages of company development where banks are unwilling to finance. Small and medium-sized enterprises are provided assistance by the Slovenian Enterprise Fund, SPIRIT Slovenia, JEREMIE and business angels. The European Union provides assistance through the cohesion policy. Between 2014-2020 there has been 366.8 billion euros avaliable for investments in Europe's regions, cities and economy. In this bachelor thesis, we studied the role of SMEs in Slovenia and worldwide, presenting the state aid policy which follows the rules within the EU and the institutions and programs that are most important in financing.
