Abstract

Terciarno izobraževanje v Sloveniji zajema višješolsko in visokošolsko izobraževanje. Slednje se izvaja na treh bolonjskih stopnjah (prva je dodiplomska, druga in tretja pa podiplomski). Naloga predstavlja razširjen pogled na problematiko financiranja terciarnega izobraževanja tako z vidika zagotavljanja zadostnih sredstev za financiranje višje- in visokošolskih ustanov, kot z vidika zagotavljanja zadostnih sredstev za plače in nagrajevanje visokošolskih učiteljev ter sodelavcev, oba vidika pa primerja s švedskimi in ameriškimi sistemi. Poglavja v prvem delu naloge smiselno prikazujejo pravno ureditev in načine financiranja ter njuno primerjavo s Švedsko in Združenimi državami Amerike, v drugem delu pa ureditev sistema plač v terciarnem izobraževanju, prav tako v primerjavi z omenjenima državama, saj so visokošolski učitelji in sodelavci v javnih višje- ter visokošolskih zavodih del sistema plač javnih uslužbencev in zato plačani po sistemu uvrstitve v plačne razrede.

Secondary title: THE PROBLEMS OF FUNDING TERTIARY EDUCATION
Secondary abstract: Tertiary education in Slovenia includes higher vocational education, which is carried out in three levels (the first one is undergraduate, the second and third levels are postgraduate). The thesis presents an expanded view of the problem of financing tertiary education both in terms of providing sufficient resources to finance higher education institutions, such as in terms of providing sufficient funds for salaries and remunerations of academic staff, both points of view are compared with Swedish and American systems. Chapters in the first part of the thesis logically show regulation and financing methods and their comparison with Sweden and the USA. The second part of the thesis focuses on the regulation system of salaries in tertiary education, in comparison with the two countries, since the academic staff of public tertiary education institutions belongs to the system of salaries in public sector and therefore it is paid under the respective legislation.
