Abstract

Secondary abstract: Employment agencies are specialised organisations involved in providing human resources (recruitment and sourcing) to companies in need of such employees. The hiring of workers is one of the flexible forms of employment. It is made up of a trilateral relationship between the employment agency, workers and user company (employee-gaining company). Labour via employment agencies suits both the user company in terms of flexibility as well as the needs of employees in balancing their work and private life. This contributes to the opening of new positions and to the participation of employees on the labour market and to their integration therein. The activity of employment agencies and work via such agencies in Slovenia was first regulated by law in 2003 (already regulated in Austria in 1980). A total of 215 employment agencies that employed 15,918 workers were registered in Slovenia in 2013. In comparison, there were 2,078 employment agencies already registered in Austria at the time, employing 71,741 agency workers. Both countries indicate a modern employment trend whose scope is expected to further expand every year.
