Abstract

V magistrskem delu je predstavljeno odlagališče Ostri vrh v Logatcu. Odlagališče nima veljavnega okoljevarstvenega dovoljenja za obratovanje, zato je v fazi zapiranja. Odlagališče je nastalo leta 1977, ko problematika ravnanja z odpadki še ni bila tako poznana. Danes se je stanje na področju ravnanja z odpadki močno izboljšalo, zlasti zaradi izvajanja ustrezne politike. Vedno več odpadkov se ponovno uporabi ali reciklira in je odlaganje na odlagališča minimalno. V prvem delu magistrskega dela so predstavljeni osnovni pojmi in definicije s področja ravnanja z odpadki in zakonodajni okvir, ki velja za področje Evropske unije in Slovenije. Predstavljen je tudi vpliv odlagališča na okolje in njegovo obstoječe stanje. V drugem delu magistrskega dela so predstavljene idejne rešitve za zaprtje odlagališča in možni tehnološki postopki čiščenja izcedne vode iz odlagališča. Ena izmed možnih rešitev je popolno zaprtje odlagališča, ki ga določa Uredba o odlagališčih odpadkov. To pomeni izgradnjo tesnjenega pokrova in tako izolirati odlagališče od okolice, s sistemom črpalk bi ustvarili zaprti krog izcedne vode, tako ne bi potrebovali samostojne čistilne naprave. V primeru, da izcedne vode ne bi vračali nazaj na odlagališčno telo, bi bilo potrebno izcedno vodo čistiti s pomočjo membranskih tehnologij, fizikalno-kemijskimi ali pa biološkimi postopki. V magistrskem delu je predstavljena tudi metoda prisilnega prezračevanja odlagališča in energetska izraba odpadkov s postavitvijo plazma reaktorja. Ta rešitev bi nedvomno prišla v poštev v prihodnje, trenutno pa je s tehničnega in ekonomskega vidika najbolj ugodna rešitev popolno zaprtje odlagališča po Uredbi.

Secondary abstract: The present Master's thesis seeks to present the landfill Ostri vrh in Logatec, its current function and its possibilities after closing it. The landfill does not have a valid environmental usage permision anymore therefore it is in the closing process. The landfill was established in year 1977 when the issue of waste management was not yet so familiar and developed. Situation in the field of waste management has improved significantly since then, mainly due to the implementation of appropriate environmental policies. Today much more waste is reused or recycled and this leads to empty landfills across the country. The same situation is in the landfill Ostri vrh. As a starting point basic concepts and definitions in the field of waste management and the regulatory framework that applies to the scope of the European Union and Slovenia is presented. It is followed by an insight into the impact of the landfill on the environment and its status quo. Second part of the thesis is focused into presenting conceptual solution for the landfill closing and the possibility of technological processes for purification of leachate. One of the possible solutions is complete closure of the landfill as defined by the Regulation on the waste landfills. That would mean construction of the sealed cover in order to isolate it from its surroundings. System of pumps would create a closed loop of the leachate, so we would not need an independent wastewater treatment plant. In the event that leachate would not be returned to the landfill, it would be necessary to clean it with means of membrane technology, physicchemical or biological processes. Furthermoew, the thesis also presents a method of forced ventilation and energy use of landfill waste with a plasma reactor. Thus, on the basis of both a study of the literature and analysis of the empirical data collected through the research results show that currently complete closure is best and money affordable solution.
