Abstract

V Sloveniji se je z začetkom veljavnosti Zakona o javno-zasebnem partnerstvu pričelo z izvajanjem gospodarskih javnih služb tudi s strani zasebnih izvajalcev. V prvem delu specialistične naloge je predstavljena ureditev na področju izvajanja gospodarskih javnih služb v Sloveniji. Poudarek je na izvajanju dejavnosti opravljanja gospodarske javne službe ravnanja z odpadki. Predstavljeni so pravna ureditev izvajanja gospodarskih javnih služb, postopki za določanje cen izvajanja gospodarskih javnih služb in opisani postopki za potrditev veljavnih cen. V Sloveniji je v zadnjih letih zelo veliko napisanega na temo učinkovitosti s strani javnega ali zasebnega podjetja; predvsem v smislu, kdo bolje upravlja podjetje – javni ali zasebni lastnik. Predstavljene so raziskave s področja ravnanja z odpadki od začetnih naprej, ki se ukvarjajo z vprašanjem obstoja razlik med izvajanjem dejavnosti ravnanja z odpadki s strani zasebnega in javnega podjetja. V raziskovalnem delu primerjamo rezultate poslovanja javnih in zasebnih podjetij, ki se v Sloveniji ukvarjajo z eno od gospodarskih javnih služb na področju ravnanja z odpadki. Izvedena je bila primerjava kazalcev EBITDA, EBIT in EBT v celotnih prihodkih iz prodaje oz. kosmatem donosu iz poslovanja javnih in zasebnih podjetij v časovnem obdobju od 2012 do 2014. Podlage za izvedeno raziskavo so bili javno objavljeni rezultati poslovanja podjetij na področju ravnanja z odpadki v Sloveniji. V raziskavi je bilo ugotovljeno, da zasebna podjetja v Sloveniji, ki se ukvarjajo z ravnanjem z odpadki, dosegajo nadpovprečne vrednosti omenjenih kazalnikov v primerjavi s povprečjem vseh analiziranih podjetij.

Secondary title: Provision of waste management utilities and performance analysis of waste management providers
Secondary abstract: The entry into force of the Slovenian Public-Private Partnership Act allowed the provision of waste management public services by private utility providers. The first part of the paper contains a presentation of the provisions regulating the provision of utilities in Slovenia, focusing on the provision of waste management utilities in particular. The paper also presents the statutory rules regulating public services, procedures related to the pricing of the provided utilities and describes procedures pertaining to the confirmation of prices in force. During recent years, Slovenia has witnessed a large number of publications addressing the performance of public or private companies, whose main focus has been whether a company is better managed by a public or private owner. The paper also includes a presentation of waste management studies from the earliest ones that deal with the question whether there are any differences in the provision of waste management services by public and private companies. The research part of the paper compared operating results of public and private companies involved in the provision of one of waste management utilities in Slovenia. The research part of the paper also includes a comparison of the EBITDA, EBIT and EBT indicators against the total revenue from sales or profitability of public and private companies from 2012 to 2014. The research was carried out pursuant to publicly available operating results of companies that provide waste management services in Slovenia. According to the research, it has been found that private companies engaged in waste management activities deliver above-average values of the aforementioned indicators compared to the average value of all analysed companies.
