Abstract

Skupnost predstavljajo posamezniki, skupine prebivalcev, poslovneži, razne institucije kot so šole, centri za socialno delo, lokalne skupnosti in drugi. Sodelovanje skupnosti je eden glavnih elementov policijskega dela v skupnosti. Zato je enakovredno partnerstvo med skupnostjo in policijo zelo pomembno, saj smo skupaj močnejši in navsezadnje se varnostni problemi rodijo prav v skupnosti. Tako je tudi zatiranje teh problemov lažje, če se v le-to vključi skupnost v tesnem sodelovanju s policijo. Posvetovalna telesa, ki se ustanovijo za zagotavljanje varnosti, kot so sosveti, sveti po raziskavah sodeč v praksi ne delujejo tako kot je bilo najprej mišljeno. Poleg teh oblik za sodelovanje so pomembni tudi preventivni projekti in nasveti Ministrstva za notranje zadeve. Potrebno je opozoriti na delo preventivne narave s katerim dosežemo dolgotrajnejše rešitve, zato je v policijskem delu v skupnosti pomembnejše od represivnega. Ugotovili smo, da kljub prizadevanjem za enakopravno sodelovanje partnerjev, glavno odgovornost še vedno nosi policija. Ovire pri vzpostavitvi partnerstev pa so slabo komuniciranje, nepozavanje dela policije ter slabo javno mnenje o policiji. Preučene raziskave na temo pripravljenosti občanov za sodelovanje s policijo so pokazale, da na področju policijskega dela v skupnosti policija zaznava visoko mero pripravljenosti za sodelovanje, vendar bi bili prebivalci v največji meri pripravljeni sodelovati pri reševanju konfliktov, ki se pojavljajo v njihovem kraju bivanja. Zato pa je pri lokalni skupnosti pomembna predvsem pripravljenost sodelovanja županov s policijo ter občani.

Secondary title: COMMUNITY COOPERATION AS A CORNERSTONE OF COMMUNITY POLICING
Secondary abstract: Community represents individuals, groups of residents, businesspersons, various institutions such as schools, centres for social works, local communities and others. Community cooperations is one of the main elements of police work in the community. For this reason, the equal partnership between the community and the police is very important because we are stronger together and last but not least, the security problems originate from the community. Therefore, the suppression of these problems is easier when the community is involved in close cooperation with the police. According to research findings consultative bodies, such as local safety councils, which have been established to ensure safety, do not perform as it was initialy intended. Beside these forms of cooperation preventive projects and advices from the Ministry of the Interior to the public are also important. It is worth nothing that by preventive work long-term solutions can be achieved, therefore within community policing it is more important than repressive police work. We found that despite efforts for equal collaboration of both partners, the police still bear the main responsibility. Obstacles for establishing partnerships are poor communication, public lack of knowledge about police work and negative public opinion about police. Review of research on residents' willingness to cooperate with the police has shown that in the field of community policing, police perceived a high degree of willingness to cooperate, but residents are more willing to cooperate in resolving conflicts that arise in their communities. Therefore, mayors' willingness to cooperate with the police and local residents is very important.
