Abstract

V diplomski nalogi smo podrobneje predstavili in analizirali področje oblikovanja cen gospodarskih javnih služb ter se osredotočili na ceno oskrbe s pitno vodo. Na oblikovanje cene oskrbe s pitno vodo ima velik vpliv zakonodaja, saj z uredbo podaja smernice po katerih občine oblikujejo tržno ceno vode. Na višino cene pa vpliva množica dejavnikov, ki so med seboj prepleteni. V empiričnem delu smo poiskali tiste kazalnike, na osnovi katerih bi lahko določali primerljive občine in s tem primerjali njihove cene oskrbe s pitno vodo. Ob preučevanju občine X in njenem oblikovanju predračunske cene storitve oskrbe s pitno vodo, smo se posvetili vodarini in prišli do spoznanja, da največji delež v izračunu vodarine predstavljajo neposredni stroški dela ter stroški električne energije.

Secondary title: Price modeling of the services of general economic interest - in case of the water supply for municipality X
Secondary abstract: In diploma thesis, we illustrated and analysed the area of price modelling of the services of general economic interest and have focused on the price of drinking water supply. Legislation has a major impact on the pricing of the drinking water supply, as the regulation provides guidelines by which municipalities model the market price of water. The price is determined by several interconnected factors. In the empirical part of the thesis, we have identified indicators by which we could determine comparable municipalities and thus compare their pricing of the drinking water supply. When analysing the municipality X and its modelling of the estimated price of the drinking water supply service, we focused on the water charge and concluded that the largest share in the calculation of water charge is represented by direct costs of labour and electricity costs.
