Abstract

Uredba o odpadni električni in elektronski opremi predpisuje, da morajo proizvajalci električne in elektronske opreme vse informacije, ki jih predelovalci odpadne električne in elektronske opreme potrebujejo za ponovno uporabo in obdelavo ter za pripravo odpadne električne in elektronske opreme, brezplačno predati predelovalcem. Informacije za vsako posamezno vrsto odpadne električne in elektronske opreme si morajo predelovalci pridobiti sami od proizvajalcev. Prikazali smo, da je na vzorcu desetih izbranih državah Evropske unije več kot 30.000 proizvajalcev in količina informacij, ki jih potrebujejo, je prevelika, da bi jih lahko posamezni center za ponovno uporabo vzpostavil v pregledni obliki, obvladoval in vzdrževal. Na podlagi tega smo v tej diplomski nalogi predstavili možnost za globalno bazo navodil, ki bo olajšala posredovanje informacij tako proizvajalcem kot tudi centrom za ponovno uporabo. Predstavili smo tudi standardiziran obrazec, ki bo služil za pridobivanje potrebnih informacij od proizvajalcev. V nalogi smo podrobno predstavili model globalne baze navodil v obliki projektne zasnove.

Secondary abstract: Regulation on waste electrical and electronic equipment stipulates, that all information for preparation, reuse and treatment of waste electrical and electronic equipment is available and given by producers of electrical electronic equipment to recycler of waste electrical and electronic equipment free of charge. Information for each type of waste electrical and electronic equipment must be obtained individually by the recycler. The number of producers of electrical and electronic equipment in the European Union was analyzed and that was the basis for presenting our findings on an example of 10 countries, where we established that only in these 10 countries, the number of producers is more than 30.000. This shows how excessive the amount of information in practice really is, and it is clear that it is not possible to be set up, manager or maintained by centers for re-use individually. For that reason, we decided to present a possibility of implementing a comprehensive global base of instructions for re-use and treatment of waste electrical and electronic equipment in this thesis, which would facilitate the transmission of information from producers to recyclers and centers for re-use. Also a standardized form has been presented, which would serve as a tool for obtaining information needed for our global base of instructions. The model of comprehensive global base for instructions has also been presented in detail in our project concept.
