Abstract
V delovnem okolju se še zmeraj ne namenja zadostne pozornosti zdravju in dobremu počutju zaposlenih. Ker zdravja ne gre ločevati na zasebno zdravje in zdravje na delovnem mestu, je še posebej pomembno, da se v delovnem okolju spodbuja dobro zdravje, saj le zdrava delovna sila je kakovostna in je lahko kos globalni konkurenci. Opozoriti velja, da se danes soočamo s staranjem delovne sile. Z leti se zdravje zaposlenih slabša, zato je potrebno ustrezno ukrepati, če želimo, da ostanejo aktivni in produktivni čim dlje v starost. Dandanes je zavedanje o koristnosti varnega in zdravju naklonjenega delovnega okolja v slovenskem prostoru še zmeraj na dokaj nizki ravni. Novi Zakon o varnosti in zdravju pri delu (Uradni list RS št. 43/2011; v nadaljevanju ZVZD-1), ki je v veljavi od decembra 2011, vključuje promocijo zdravja pri delu (v nadaljevanju PZD). Po novem zakonu je delodajalec dolžan načrtovati in izvajati promocijo zdravja, zanjo zagotoviti potrebna sredstva ter določiti način spremljanja njenega izvajanja. Iz našega gledišča je problem v mišljenju delodajalcev, ki novo zahtevo, glede na spoznanja pripravljavcev študije, vidijo kot dodatno obremenitev in strošek. V poglavjih teoretičnega dela magistrskega dela smo opredelili temeljne pojme, predstavili ZVZD-1, opisali proces izvajanja PZD in predstavili nekaj podprogramov s predlogi ukrepov. V praktičnem delu pričujočega dela je opisana študija o promociji zdravja na delovnem mestu pri malih delodajalcih.
Pripravljavci študije so ugotavljali kakšno je stanje na področju varnosti in zdravja pri delu pri malih delodajalcih in v kolikšni meri mali delodajalci v praksi načrtujejo, izvajajo in spremljajo PZD. Izsledki raziskave kažejo, da je poznavanje in izvajanje zakonskih zahtev s področja varnosti in zdravja pri delu razmeroma dobro. Podjetja za izvajanje zakonsko predpisanih ukrepov s področja varnosti in zdravja pri delu najemajo predvsem zunanje izvajalce. Izpostaviti velja ugotovitev, da se tako zaposleni kot tudi delodajalci zavedajo, da delo vpliva na zdravje človeka. Ugotovili smo, da precejšen delež t.i. mikro podjetij nima izdelanega načrta promocije zdravja in da precejšen delež sodelujočih ni seznanjen s tem ali ima njihovo podjetje izdelan načrt promocije zdravja. V okviru promocije zdravja podjetja nudijo predvsem športne in tematske aktivnosti. Večina delodajalcev naj bi spremljala izvajanje programov promocije zdravja. Pripravljavci študije so nekajkrat izrazili dvom v pristnost dobljenih rezultatov, saj delodajalci običajno ne želijo priznati, da zakonskih predpisov ne izpolnjujejo, zaradi strahu pred sankcijami s strani pristojnega inšpektorata. Menimo, da je potrebna sprememba miselnosti, in sicer delodajalci morajo v izvajanju PZD videti korist, ne pa dodatno obremenitev in strošek.

Health promotion on workplace of small employers |

Employee health and well being are stil not receiving enough atteintion in work environments. We can not divide employee health to private health conditions and work health conditions, since it is from great importance to encourage healthy life styles, because only a healthy work force can serve global business demands. We have to notice that employees are aging. With years health condition falls, measures need to be taken, to reasure activity and productivity of employees as long as possible. In these days awareness considering benefits of safe and healty workplace is on quite a low level. New law considering safety and health by work (Uradni list RS št. 43/2011; below ZVZD-1), which is in force from december 2011, includes promotion of health on workplaces (below PZD). The new law provides duties for employers to plan and realize health promotion, ensure financial funds for it and a way to control and document its realization. From our point of view the problem lies by employers, who see the new law, as researches found, only as only one more cost. In chapters of our theoretical masters degree we identified basic concepts, introduced ZVZD-1, described the process of realizing PZD and introduced some subprograms with proposals for measures. The practical part describes a study of promoting health on workplaces by smaller employers.
Draftsmans of this study have been researching conditions on fields of safety and health by smaller employers and the extends of their practical uses, planing and monitoring of PZD. Results of this study show, that knowledge and practical use of law duties, achieve decent levels. Companies mostly hire freelances to introduce and realize steps considering safety and health on their form of workplaces. Noteworthy is the result, which shows that both, employer and employee know, which effects work has on health. We found, that most micro companies do not have a plan of safety and health and that many of research candidates do not know or were not informed if their company owns a plan considering safety and health. In field of promoting safety and health many companies offer sport and/or thematic activities. Most employers are supposed following realizations of promotion programs. Study draftsmans have had their doubts about incoming results, because mostly employers do not admit, that they are not following law duties, due to fear from sanctions and inspectorate visits. We think that their is a strong need to change the mentality in order to change the point of view. Employers should see PZD as a benefit and not as an additional cost. |
