Abstract
Diplomsko delo obravnava vzroke za odhode iz slovenske policije. Teh je mnogo in se med seboj razlikujejo. Fluktuacija kadra v slovenski policiji že zbuja skrb vseh vpletenih v varnost in delovanje države. Zadovoljstvo pri delu je vse manjše, kar vpliva na odhode policistov.
V teoretičnem delu smo uporabili opisni (deskriptivni) pristop. Poudarek je na opisu problemov in glavnih dejavnikov za zapustitev policije. Predstavljena je tudi policija, njene naloge in lik policista. Nadaljujemo s problemom, ki se v zadnjem času pojavlja v slovenski policiji – fluktuacija kadra. Opisujemo, da je zadovoljstvo z delom v tesni povezavi z vzroki za odhode iz policije. Nadalje pa te vzroke tudi naštejemo in opišemo. Mednje v grobem sodijo materialni, psihološki, sociološki, organizacijski vzroki, delovni pogoji, osebni dejavniki, zakonski dejavniki, kadrovski dejavniki in zunanji ali okoljski dejavniki.
V empiričnem delu smo uporabili analitičen pristop, pri čemer smo podatke pridobili s pomočjo vprašalnika. Anketni vprašalnik je bil apliciran na bivše zaposlene policiste, ki so se iz različnih razlogov odločili, da bodo zapustili policijo. Vprašalnik je vseboval vprašanja, vezana na različne dejavnike, ki so odločali o odhodu iz policije. Dobljene rezultate ankete smo analizirali ter interpretirali.
Ugotovljeno je bilo, da vzroki za fluktuacijo niso enaki pri vseh posameznikih ter da so za nekatere pomembnejši materialni dejavniki, za druge pa bolj medsebojni odnosi in stresnost poklica.
Diplomsko delo zaključujemo z nekaterimi predlogi izboljšav, ki bi morebiti lahko zmanjšali omenjen problem.

My diploma thesis deals with reasons for leaving the Slovenian police. There are many and they differ. Slovenian police staff fluctuation is a matter of worry to everyone involved in the country function and safety. Job satisfaction is in decline and it results in policemen leaving their jobs.
In the theoretical part, we use descriptive approach. The emphasis is on the problem description and the main factors for leaving the police. First, we introduce the police, its missions and the police officer character. Then we tackle the problem, which has recently been appearing in the Slovenian police – staff fluctuation. We show that job satisfaction and reasons for leaving the police are closely connected. We name and describe the causes. These broadly include the material, psychological, sociological, organizational causes, working conditions, personal factors, legal factors, staff factors and external or environmental factors.
In the empirical part an analytical approach is used. Data were obtained by using a questionnaire. The questionnaire was administered to former police employees, who decided to leave the police for various reasons. The questionnaire contained questions related to various deciding factors that influenced their decisions to leave the police. The obtained survey results were analysed and interpreted.
It was found that the fluctuation causes differ in all individuals. For some material factors are of high importance while for others relationships and professional stress are more important.
We conclude the thesis with some improvement suggestions, which could potentially reduce this problem. |
