Abstract
K premoženjskim deliktom sodijo različna protipravna prisvajanja tujih stvari, ki prinašajo storilcem premoženjsko korist, oškodovancem pa premoženjsko škodo in le izjemoma niso motivirana s pridobitvijo premoženjske koristi.
Maloprodajne trgovine na bencinskih servisih ponujajo urejeno zunanjost, možnost hitrih nakupov, ustrežljive in prijazne prodajalce, raznoliko izbiro prodajnega blaga ter razne ugodnosti pri nakupih, od kartic in točk ugodnosti, do popustov in dodatnih ugodnih storitev. Vse te ugodnosti postavljajo prodajalne v tveganje, da bodo žrtve raznih premoženjskih kaznivih dejanj, od tatvin in goljufij pa vse do ropov in vlomov. Varnostnih tveganj se nikoli ne da v celoti odpraviti, lahko jih poskušamo le omiliti in nadzorovati, poleg tega tveganja niso nikoli povsem stalna, ampak se spreminjajo pod vplivom različnih notranjih in zunanjih dejavnikov. So torej sestavni del poslovnih tveganj trgovine kot ene izmed gospodarskih dejavnosti.
Zaradi tega je analiza kriminalitete po našem mnenju zelo pomemben dejavnik, ki pripomore policiji, da se lahko uspešno odziva na vse izzive, ki jih predstavlja ta proučevani problem. Kot cilj raziskave smo želeli ugotoviti, katere oblike premoženjske kriminalitete na bencinskih servisih v Sloveniji so najpogostejše, kateri dnevi v tednu, ure v dnevu ter regije in mesta v Sloveniji so problematične ter na podlagi vseh ugotovitev pripraviti predloge za boljšo preventivo. S pomočjo orodja ArcGIS smo lokacije kaznivih dejanj vnesli na zemljevide in analiza je izpostavila problematičnost največjih slovenskih občin (Ljubljana, Maribor, Celje, Kranj, Koper, Domžale) in skoraj ponavljajoči se vzorec kriminalitete v obdobju 2008-2013 glede na vrsto premoženjskega kaznivega dejanja.

Property crimes include various unlawful appropriations of other people's things that bring financial gain to the perpetrators and financial damage to the aggrieved parties, and are only rarely not motivated by the prospect of financial gain.
Retail stores at gas stations offer tidy exterior, the option of quick shopping, obliging and friendly shop assistants, a wide choice of merchandise and various benefits – from club cards and reward points to discounts and other service benefits. All these benefits put the stores at risk of becoming victims of various property crimes; from thefts and frauds to even robberies and burglaries. Safety risks can never be entirely eliminated, we can only try to reduce and control them. Furthermore, the risks are not constant, but change due to various internal and external factors. Therefore, they are an integral part of the risk of trade as one of the economic activities.
Due to this, the analysis of crime is, in our view, a very important factor which helps the police respond successfully to all the challenges that the problem in question presents. Consequently, the aim of this research was to establish: which forms of property crime occured most often at gas stations in Slovenia; which days of the week, hours of the day, as well as regions and cities in Slovenia are most problematic; and, based on the findings, prepare propositions for more efficient measures of prevention. With the help of the tool ArcGIS, we entered the locations of crimes into the maps. The analysis revealed that the ones problematic were the larger cities (Ljubljana, Maribor, Celje, Kranj, Koper, Domžale). It also revealed an almost recurring pattern of crime during the period 2008-2013, based on the type of the property crime committed. |
