Abstract
Tehnična sredstva za prisilno ustavljanje prevoznih sredstev se iz leta v leto stalno izboljšujejo in zato pomenijo veliko pridobitev policijskim organizacijam pri nas in po svetu. Razvijajo jih tako, da se najde tehnično sredstvo skoraj za vsak tip prevoznega sredstva (npr. avto, motorno kolo, tovorno vozilo) in pnevmatik posebej. Težava pri izbiri tehničnega sredstva za prisilno ustavljanje nastane, ko je v zasledovanje oz. policijsko akcijo vključeno enosledno prevozno sredstvo, npr. motorno kolo, kajti takrat velja nameniti posebno pozornost, kako varno zaustaviti vozilo, da se osebi, ki je za vozilom ne pripetijo hude posledice ob morebitnem padcu. Takrat morajo policisti tehnična sredstva za prisilno ustavljanje uporabljati maksimalno osredotočeno. V primerih, ko pa za osebo, ki poskuša pobegniti oziroma je na begu, obstaja sum ali utemeljeni sum hujšega kaznivega dejanja, lahko policisti uporabijo tudi strelno orožje. Ker so uporabniki motornih koles veliko bolj izpostavljeni poškodbam kot pa uporabniki osebnih avtomobilov oz. dvoslednih prevoznih sredstev, uporaba omenjenega prisilnega sredstva pomeni povišano stopnjo tveganja, tudi za življenje voznika motornega kolesa. Čeprav ob uporabi sredstev za prisilno ustavljanje prevoznih sredstev nastane v večini primerov materialna škoda, je v nekaterih primerih raba le-teh nujna, da se s pomočjo njih izločijo iz prometa tiste, ki predstavljajo grožnjo samemu sebi in tudi drugim udeležencem v cestnem prometu.
Skozi raziskavo empiričnega dela diplomske naloge smo pričakovali drugačne rezultate, kot pa smo jih na dobili na koncu. Na primer pričakovali smo večjo rabo tehničnih sredstev za prisilno ustavljanje prevoznih sredstev (v mislih smo imeli vsaj 10 zabeleženih primerov v štirih letih (med obdobjem 2011-2014)). Ob zaključku raziskave nas je dobljena številka (53 primerov) nekoliko presenetila zato v bodoče pričakujemo večji odziv oziroma rabo tovrstnih tehničnih sredstev in prisilnega sredstva nasploh na tem področju.

Technical funds are picking up for enforced stopping of vehicles incessantly from year on year and therefore mean big acquirement for police organizations at us and across the globe. They are developing them in such way, that they are found almost for every type of a vehicle (For example a car, a motorcycle, a goods vehicle) and tires especially. Problem at choice of technical means for enforced stopping comes when (for example a motocycle) is involved in a pursuit and police action, because at that time police officers must pay a special attention how to stop a vehicle safely and a person behind a vehicle so that this person dont occur any consequences on an eventual fall. At that time police officers must use the technical funds for enforced stopping with maximum concentration. Police officers can also use a firearm in cases, when suspicion or established suspicion of severer criminal offence exists for a person, that tries to run away and/or that is on a run. Because users of motorcycles are many more accented to injuries like users of personal cars and other two-lane vehicles, use of mentioned enforced fund represents an increased rate of risk, also for life of the driver of a motorcycle. Although material damage happens over use of funds for enforced stopping of vehicles in the majority of cases, is in certain cases use of only-these urgent, to eliminate those from traffic, who present a threat to himself and also to other participants within traffic.
We expected different results due to research of empirical part of a dissertation, as we received them at the end of our disesertation. We for an example expected larger use of technical funds for enforced stopping of vehicles( we had at least 10 recorded cases in mind within four years (during period 2011-2014)). At the conclusion of our research the number we got (53 cases) is a bit surprised therefore we expect a larger response and use of such technical funds in future and enforced fund generally on this field. |
