Abstract

V magistrski nalogi smo predstavili teoretične osnove kompetenc s poudarkom na specifičnih kompetencah kot zdravstvene zahteve delovnih mest, ki jih moramo upoštevati kot zahtevo delovnega mesta pri zaposlitvi delovnega invalida. Delodajalec je dolžan na podlagi strokovne ocene pooblaščenega zdravnika določiti posebne zdravstvene zahteve, ki jih morajo izpolnjevati zaposleni za določeno delo v delovnem procesu. V UKC Ljubljana se pri zaposlovanju in razvoju poklicne kariere delovnih invalidov soočamo s težavami, kako ob pridobljenih omejitvah pri delu in obremenitvah na delovnem mestu poiskati ustrezno delo. Želeli bi izboljšati njihov položaj, preprečiti diskriminacijo in zagotoviti enake možnosti do zaposlitve. Kot vodilo za pridobitev statusa invalida smo se v teoretičnem delu posvetili tudi zakonodaji, ki ureja pravice in dolžnosti tako delovnega invalida kot delodajalca. Marsikdo meni, da so invalidi najbolj zaščitena skupina zaposlenih v neki organizaciji. Vendar ni tako, tudi za delavca invalida obstaja možnost redne odpovedi pogodbe o zaposlitvi. Pogledali smo si kvotni sistem in njegove prednosti ter obveznosti. Z izvedeno anketo med zaposlenimi invalidi z omejitvami pri delu smo proučili razmere umeščenih omejitev v delovno okolje. Raziskali smo pogostost pridobljenih omejitev z odločbo Zavoda za pokojninsko in invalidsko zavarovanje po posameznih poklicih in se posvetili analizi delovnih invalidov v zavodu zaradi njihovega pomena zaposlovanja oziroma predvsem ohranjanja zaposlitve delavcev invalidov. Opozoriti želimo na potrebo po sistematičnem delu z zaposlenimi, ki so lahko potencialni invalidi, in da bi se delo invalida vrednotilo kot prispevek k boljši kakovosti in ne kot strošek ali nezaželen problem.

Secondary abstract: In the thesis, we have presented the theoretical background of competencies focusing on specific competences and health requirements of jobs, which must be taken into account as job requirements when employing disabled workers. On the basis of an expert assessment by an authorized physician, employers are obliged to lay down specific health requirements which must be fulfilled by an employee for a specific job. With employment and career development of disabled workers, the UKC Ljubljana is faced with difficulties as to, how to find a suitable job by when considering acquired work restrictions and workload. We would like to improve their situation, prevent discrimination, and to ensure equal employment opportunities. As a guide for obtaining the status of a disabled person, we have focused in the theoretical part also on the legislation governing the rights and obligations of employers and disabled workers. Many people think that people with disabilities are the most protected group of employees in an organization. However, employment contracts of disabled workers may also be subject to ordinary termination. We have looked into the quota system, and its benefits and obligations. With a survey carried out among disabled employees with work restrictions, we have studied the situation of restrictions placed in the working environment. We have investigated the frequency of restrictions acquired on the basis of decisions of the Pension and Disability Insurance institute of the Republic of Slovenia (ZPIZ) for each profession, and focused on the analysis of disabled workers in the institution because of the importance of the employment and job retention for disabled workers. We wish to highlight the need for systematic work with employees who may be potential disabled persons, and for the work of disabled persons to be evaluated as a contribution to higher quality, and not as a cost or unwanted problem.
