Abstract

V Sloveniji je uveljavljena praksa, da se stroški zbiranja komunalnih odpadkov obračunavajo glede na velikost posode, število oseb oziroma kvadrature objektov. Že nekaj časa s pomočjo zbiralnic in zbirnih centrov oz. centrov za predelavo odpadkov, vsaj po določenih občinah v Sloveniji, zgledno ločujemo odpadke. Iz leta v leto količina ločeno zbranih frakcij narašča. Tako lahko uporabnikom storitev zbiranja komunalnih odpadkov, z zglednim ločevanjem, ostane v njihovih posodah za mešane komunalne odpadke, zelo malo odpadkov. Nepravično do uporabnikov teh storitev je, da zaradi manjše količine ostanka odpadkov posledično ne plačujejo tudi manj smetarine. Veliko truda je bilo vloženega v vzpostavitev sistema ločenega zbiranja odpadkov na izvoru. Prav pa bi bilo še tehnologijo zbiranja komunalnih odpadkov nadgraditi s sodobnim informacijskim sistemom, ki bi olajšal poslovanje gospodarskih družb in neposredno vplival na motiviranje uporabnikov teh storitev, kar bi imelo pozitivne učinke še na ekologijo. V magistrskem delu iščemo sodobno tehnologijo, ki bi v sistemu zbiranja komunalnih odpadkov omogočala avtomatsko identifikacijo uporabnika te storitve, klasifikacijo vrste odpadka oziroma posode, tehtanje oddane količine odpadkov ter lociranje, tako samih vozil kot posod za odpadke.

Secondary abstract: Expenses of collecting municipal solid waste are accounted in Slovenia according to the size of a container, the number of people or the size of buildings. We have been separating waste with the help of collecting points and collecting centres for remaking waste in certain municipalities in Slovenia for some time. The amount of separate collected fractions is increasing year by year. There can be a little amount of mixed communal waste in containers if users separate waste correctly. It is unfair to the users of this service that they do not pay less because of less amount of waste remains. A lot of effort was made in the reestablishment of the system of separate collecting waste at the beginning. The technology of collecting municipal solid waste should be modernized with the contemporary information system that would make the operation of economic companies easier and that would make an influence on motivation of the users of these services directly. Therefore, it would have positive effects on ecology. In the master thesis we are looking for a contemporary technology that would make not only an automatic identification of a user possible, but also classification of a sort of waste or a container, weighing of a waste quantity that is given away and locating of vehicles as well as containers for waste.
