Abstract

Slovenija je zaradi svoje geografske lege izpostavljena številnim naravnim in drugim nesrečam. Zaradi vse večjega in hitrejšega razvoja tehnologije in industrializacije se na svetu pojavljajo nove oblike nevarnih snovi, ki ob nenadzorovanem transportu, skladiščenju ali uporabi povzročijo t. i. ekološko nesrečo, ki ima lahko tudi katastrofalne posledice. Slovenija ima za varstvo pred nesrečami vzpostavljeno Upravo Republike Slovenije za zaščito in reševanje, ki razpolaga z ogromno enotami, ki so pripravljene na takojšno posredovanje. Najštevilčnejša je gasilska organizacija, ki deluje na prostovoljni in poklicni ravni. Gasilska organizacija razpolaga z velikim številom operativnih gasilcev, ki svoje delo opravljajo z najrazličnejšo opremo, saj jim le-ta pomaga hitro in varno posredovaje ob vseh nesrečah. Problem, obravnavan v okviru diplomske naloge, je predvsem nepoznavanje enot, ki lahko priskočijo na pomoč gasilskim enotam v primeru ekoloških nesreč, njihovo nezavedanje nevarnosti, ki jim ob intervenciji in nepravilnemu delu lahko grozi ter slabša opremljenost gasilskih enot za posredovanje ob ekoloških nesrečah. Na podlagi anketnega vprašalnika ter dopolnjevanja s teoretičnim delom smo ugotovili, da se veliko gasilcev ne strinja s trditvijo, da je v Sloveniji veliko enot, ki jim ob večjih ekoloških nesrečah lahko priskočijo na pomoč. Gasilske enote kljub večjemu številu drugih enot razpolagajo z zadostno in raznoliko opremo, ki jim pomaga pri uspešnem delu. Veliko gasilcev se zaradi adrenalina med intervencijo ne zaveda nevarnosti in njihovih posledic, za kar je potreben dober vodja, da jih med intervencijo pravilno usmerja in vodi.

Secondary abstract: Slovenia is exposed to a number of natural and other disasters due to its geographic location. Because of an increasingly rapid technology development and, of course, because of the industrialization, new forms of dangerous substances have started emerging, which are sometimes transported as unprotected transport. These might be the reasons for an ecological disaster with possible disastrous consequences. In Slovenia, the institution for protection against natural and other disasters is called »Administration for civil protection and disaster relief«. The administration has a huge number of units that are ready for immediate intervention. The largest organisation is the firefighting organisation, which is based on a voluntary as well as professional level. The firefighting organisation has numerous operational firefighters who work with very diverse equipment, which enables them to intervene quickly and securely in any kind of accident. The problem which is dealt with in this thesis is the lack of knowledge of the units that can assist the fire departments in cases of ecological disasters. They are not fully aware of the dangers that may occur during interventions for various reasons. On the basis of a questionnaire along with some theoretical work, I found that many firefighters do not agree with the statement that Slovenia has many units that can assist with major environmental disasters. Firefighting units have at their disposal adequate and diverse equipment that helps them work successfully and efficiently. Many firefighters, due to adrenaline during the intervention, are not fully aware of the dangers and consequences. Therefore, it is necessary that a good and capable leader is present on site in order to guide and lead the team during the intervention.
