Abstract

Medtem ko se je na ravni države stopnja brezposelnosti v zadnjem letu umirila, so razmere na trgu dela v občini Kočevje povsem drugačne. Stopnja brezposelnosti je visoko nad slovenskim povprečjem, brezposelni pa se vse pogosteje vključujejo v enega izmed ukrepov aktivne politike zaposlovanja, programe javnih del. V diplomskem delu smo ugotavljali, kako pogosto se brezposelni vključujejo v javna dela ter ali le-ta vplivajo na zmanjševanje brezposelnosti. Na podlagi uradnih, javno dostopnih podatkov smo pridobili dokaj celovite informacije o obsegu in strukturi udeležencev javnih del, kot dopolnitev pri osvetlitvi problema pa smo z metodo intervjuja predstavili nekatera mnenja oz. stališča s strani predstavnika OS Ljubljana, izvajalca javnih del v občini Kočevje - ter udeležencev. Izvajanje javnih del se je za občino Kočevje izkazalo za zelo pomembno. Glede na stanje na trgu dela pa je najverjetneje pričakovati, da bodo javna dela tudi v prihodnje usmerjena v reševanje brezposelnosti.

Secondary abstract: While the national unemployment rate in Slovenia has stabilised in the last year, the situation in the municipality of Kočevje is quite different. There the unemployment rate is high above the national average, and with increasing frequency the unemployed are taking part in one facet of the active employment policy, namely the public works programmes. In this thesis we established the rate of the unemployed taking part in public works programmes and whether these programmes contribute to the reduction of unemployment. Based on formal, publicly accessible data we gained a fairly complete picture about the numbers and structure of participation in the said public works programmes. Additionally, to help us gain further insights, we used the interview method to gather a few important points of view, namely from the Ljubljana regional service representative, from the person in charge of implementing the public works programmes in Kočevje, and from the participants in these public works programmes. Public works programmes have proved to be very important for the municipality of Kočevje, and considering the situation in the labour market it is reasonable to expect that public works programmes will remain focused on resolving the unemployment issue.
