Izboljšanje kvalitete občinskega cestnega omrežja s predlogi za izboljšanje postopkov vzdrževanja

Abstract

Upravljanje in gospodarjenje s cestno infrastrukturo je zelo kompleksna dejavnost, kjer je poleg izrecno strokovnega mnenja treba največkrat dajati prednost ostalim, predvsem finančnim, okoliščinam pred stroškovnimi. V vsakdanjih fazah dela vzdrževanja je z okrnjenimi sredstvi v vsakem primeru treba izvesti tako, da zagotovimo zakonodaji in predvsem varnosti v prometu. S podelitvijo koncesije se z dolžnostjo opravljanja vzdrževanja na občinskih cestah, podeli še odgovornost, ki se s požrtvovalnostjo odraža v zagotovitvi kakovosti vzdrževanja in hitrosti izvedbe posameznih del. To se pokaže predvsem v zimskem času, ko je v občini Lenart pozornost cest ob vsakem času odlična glede na dane okoliščine. Režijski obrat in koncesionarji za vzdrževanje občinskih cest so kljub omejenim finančnim sredstvom in dotrajanim cesta, trudijo vsako leto zagotoviti prevoznost in varnost cestnega omrežja ter vzporedno z RV še v okviru investicijskega vzdrževanja nenehno po svojih močeh izboljšujejo dotrajano infrastrukturo in s tem zagotavljajo dolgoročnejše rešitve za ceste.

Secondary abstract:	Operation and management of road infrastructure is a very complex activity, where in addition to an expert opinion, in particular, it is necessary to give preference mostly to others, especially financial circumstances over the cost. In their everyday phases the maintenance works have to be carried out with the curtailed funds in any case so as to meet the legislation and above all the traffic safety. By awarding concessions, the duty to provide maintenance of municipal roads is accompanied by the responsibility which along with the sacrifice is reflected in ensuring the quality of maintenance and the speed of implementation of individual works. This is shown especially in winter, when the attention paid to the roads of the Municipality of Lenart is excellent at all times regarding the circumstances. The public utility unit and concession holders for the maintenance of municipal roads endeavour each year despite the limited financial resources and the deteriorated roads to provide the passability and safety of the road network, and in parallel to the regular maintenance also within the major maintenance are constantly making all possible efforts to improve the outdated infrastructure, thereby providing longer-term solutions for the roads.
