Abstract

Ocenjevanje delavcev v javni upravi in s tem tudi učiteljev v Sloveniji še vedno ni najbolje urejeno. Obstaja sicer pravilnik o ocenjevanju in napredovanju, a je po splošnem mnenju precej enostranski, saj daje eni osebi pooblastila za ocenjevanje storitve, ki je kot ocenjevalec sam ni deležen. Ocena učitelja je edina informacija o kakovosti njegovega dela. Dober učitelj pa je osnovni pogoj za kakovostno izobraževanje. Izhajali smo iz prepričanja, da je učitelj v prvi vrsti upravičen do kritične in poštene ocene, saj edino na tem temelju lahko gradi svoj strokovni razvoj in kariero. Za tako oceno pa so odgovorni vsi udeleženci v procesu izobraževanja, tako ravnatelj kot tudi učenci, starši in sodelavci. V ta namen je potrebno zbrati in obdelati precejšnjo količino podatkov, pri čemer se uporaba informacijske tehnologije izkaže kot nuja, saj je objektivna in nam prihrani veliko časa. Predlagani model za oceno učitelja v osnovni šoli vključuje več kriterijev, ki jih lahko združimo v tri skupine: v kriterije, ki se nanašajo na oceno uporabnikov storitev (učenci in starši), kriterije, ki so namenjeni ocenjevanju ravnatelja kot vodje, in kriterije za ocenjevanje sodelavcev.

Secondary abstract: Performance evaluation of civil servants and hence teachers is still not properly regulated in Slovenia. The evaluation is currently based on Evaluation and Promotion Rules, which, however, are generally considered one-sided as the authority for evaluating performance (services) is given to one person, who as assessor is not even directly involved in teacher’s work (service). The teacher's performance evaluation serves as the only information about the quality of his work. A good teacher is a precondition for quality education. The diploma work is based on the opinion that a teacher has the right to critical and fair performance evaluation, which can serve as the only starting point for his professional growth and career. Performance evaluation relies on the responsibility of all stakeholders in the education process, be it the head master, pupils, parents or colleagues. For this purpose, it is necessary to gather and process a fair amount of information, where the use of information technology proves as a key tool in ensuring impartiality and time efficiency. The proposed model for performance evaluation of primary school teachers includes several criteria which can be combined into three groups: the performance evaluation criteria used by the users of services (pupils and parents), the criteria applied by the head master as the school manager, and the criteria used by colleagues.
