Abstract

Diplomacija deluje v okviru diplomatskega prava in ima velik pomen za vsako državo, saj predstavlja sredstvo za izvajanje zunanje politike. Težko si predstavljamo komunikacijo med vladami držav in predstavljanje držav v tujini brez diplomatskih predstavništev. Delovanje diplomatov večinsko urejajo Dunajska konvencija o diplomatskih odnosih, ki predstavlja najpomembnejši mednarodni vir diplomatskega prava, slovenski Zakon o zunanjih zadevah (ZZZ-1) pa tudi Konvencija o specialnih misijah in še nekaj drugih. Glavni nalogi pri opravljanju diplomatskega poklica sta predstavljanje domače države v državi sprejemnici vključno z zastopanjem interesov, še posebej pa opazovanje oziroma ugotavljanje o razmerah tuje države na različnih področjih ter poročanje o ugotovitvah svoji vladi. Opravljajo odgovorno in pomembno delo in ravno zato so pri izvajanju funkcij zaščiteni z imunitetami in določenimi privilegiji. Kljub temu da so deležni določenih ugodnosti, pa so jim vseeno naložene obveznosti, ki se jih morajo strogo držati.

Secondary abstract: Diplomacy works under the diplomatic law and is of great importance for an individual country, as it represents means of implementing of foreign policy. It is hard to imagine communication between national governments and the presentation of the country abroad without diplomatic missions. Diplomats operation are mainly arranged by the Vienna Convention on Diplomatic Relations, which represents the crucial source of international diplomatic law, Slovenian Foreign Affairs Act (ZZZ-1), Convention on special missions and a few others. The main task of the diplomatic profession is representation of the home country in a hosting country including representation of interests, especially the observation and determination of the conditions of the foreign country in various fields, and reporting on the findings to the native government. Diplomats perform responsible and important work and are therefore in the exercise of the functions protected by the immunities and privileges. Despite the fact that they enjoy certain advantages, they are nevertheless imposed by obligations, which they must strictly obey.
