Abstract

Slovenija je multikulturna država. Poleg slovenskega prebivalstva tu živi okoli deset odstotkov priseljencev. Glede na trenutno begunsko krizo in priseljevanje iz Sirije, Iraka in afriških držav pa kaže, da bo priseljencev še več. S starši v Slovenijo pridejo tudi otroci, ki imajo pravico, da se vključijo v slovenski vzgojno-izobraževalni program. Pogosto niti starši, niti otroci ne poznajo slovenskega jezika, v slovenskih knjižnicah pa zelo redko dobijo knjige v svojem maternem jeziku. Težko si predstavljamo starše, ki svojim otrokom berejo pravljice v slovenskem jeziku, če jezika ne poznajo, niti ga ne razumejo. Raziskave kažejo, da je učenje tujega jezika za otroke mnogo laže, če dobro poznajo materni jezik, torej bi v slovenskih knjižnicah potrebovali knjige v jezikih priseljencev. V Sloveniji je 10 osrednjih, 85 splošnih in skoraj 300 krajevnih knjižnic, zato je zadostna založenost vseh knjižnic z otroško in mladinsko literaturo v jezikih priseljencev preprosto nemogoča. Potrebno bi bilo ustanoviti premične zbirke za otroke priseljencev, ki bi sistematično krožile po osrednjih knjižnicah, mogoče kasneje tudi po ostalih splošnih knjižnicah. S tem projektom bi z minimalnim številom knjig (npr. 4000 del) lahko otrokom priseljencev po celotni Sloveniji omogočili branje v maternem jeziku. S tem bi spodbudili branje in posledično bi bila bralna pismenost otrok priseljencev boljša. Oblikovali smo projekt premične zbirke za otroke priseljencev ter z metodologijo PRINCE 2 opisali postopke za usklajevanje ljudi in dejavnosti. Projekt smo oblikovali v obvladljive faze, določili cilje in aktivnosti posamezne faze. Metodologija PRINCE2 predstavlja prilagodljiv okvir, ki ga zlahka prilagodimo vrsti in velikosti projekta, zato bomo projekt Premične zbirke za otroke priseljencev lahko organizirali po tej metodi. Oblikovali bomo projektno skupino, ki bo pripravila projekt in ga usmerjala, šele nato bomo vzpostavili delovanje projekta. Pomembno vlogo bomo namenili nadzorovanju faz, dostavi izdelkov ter doslednemu vodenju mejnikov faz. Ob zaključevanju projekta bomo vedeli, kako lahko projekt še nadgradimo ter s tem povečamo število knjig v jezikih priseljencev in omogočimo boljšo bralno pismenost priseljencev. V projekt smo vključili deset splošnih knjižnic za priseljence, ki delujejo v Sloveniji. Velik poudarek bomo namenili donatorstvu po zgledu Mednarodne knjižnice v Münchnu. Pri bralni pismenosti so slovenski učenci v mednarodni raziskavi PISO 2012 pokazali podpovprečne rezultate, zato Slovenija močno podpira projekte, ki stremijo k izboljšanju branja. Evropsko unijo lahko poimenujemo »družina različnih ljudi z enakimi možnostmi, v aktivnem sobivanju« in prav takšni projekti spodbujajo sprejemanje, spoštovanje in integracijo priseljencev.

Secondary title: FORMING A PROJECT OF ESTABLISHING A LIBRARY FOR IMMIGRANT CHILDREN
Secondary abstract: Slovenia is a multicultural state. In addition to Slovene population, there are approximately ten percent of immigrants here. With regards to the present refugee crisis and migrations from Syria, Iraq and some African states it appears that more immigrants will come. Children, whose right is to become a part of Slovene educational program, come to Slovenia with their parents. On many occasions nor parents or children are not familiar with Slovene language; in Slovene libraries there are very few books in their mother tongue. It is hard to imagine parents reading fairy tales to their children in Slovene language if they do not know or understand the language. The researches show that learning foreign language for the children is much easier if they know their mother tongue very well. Therefore, we would need books in the languages of the immigrants. In Slovenia there are ten central, 85 general and almost 300 local libraries; therefore, an appropriate stock of children and youth literature in the languages of the immigrants in Slovene libraries is simply impossible. It would be necessary to establish moving collections for the children of the immigrants which would systematically circle through the central libraries; later, this would be maybe possible also within the other general libraries. With this project, a minimum number of books (e.g. 4000 pieces) would enable the children of immigrants to read in their mother tongue. This would stimulate reading and consequently improve reading literacy of children of the immigrants. We formed a project of moving collection for the children of the immigrants and with the PRINCE2 methodology we described the procedures for synchronizing of the people and the activity. We formed the project in manageable phases, determined the objectives as well as the activities of individual phases. PRINCE2 methodology represents an adaptable framework that could be easily adapted to the type and size of the project, therefore, we will be able to organize the project Moving collections for the children of the immigrants according to this method. We will form a project activity which will prepare the project and direct it; only after this the project will become operational. We will give an important role to the control of the phases, delivery of the products as well as consistent managing of the turning points of the phases. When finishing with the project, we will know how the project could be upgraded as well and thus increase the number of the books in the languages of the immigrants and enable better reading literacy of the immigrants. We included ten Slovene general libraries for the immigrants into the project. A great emphasis will be placed on donations according to the example of the International library in Munich. According to the international research PISO 2012 Slovene pupils achieved the results under the average in the category of reading literacy. Therefore, Slovenia strongly supports the projects that are aimed to the improvement of reading. We could call the European Union “the family of different people with the same opportunities in the active cohabitation”. These are the very projects which stimulate acceptance, respect and integration of the immigrants.
