Celovit pristop investitorja k energetskim sanacijam javnih stavb

Abstract

V magistrskem delu predstavljamo cilje energetske politike EU, k izpolnjevanju katerih se je zavezala tudi R Slovenija,, ter predstavljamo dokumente, ki so pomembni za področje energetskih sanacij javnih stavb in osnova za pridobivanje kohezijskih sredstev. Nadalje predstavljamo stanje energetske učinkovitosti stavb v lasti javnega sektorja in predvidene investicije v energetske sanacije javnih stavb v R Sloveniji v obdobju črpanja kohezijskih sredstev 2016-2023. Predstavljamo tudi postopek izvajanja energetskih sanacij po vzoru energetskega pogodbeništva. Glavni del magistrskega dela pa predstavlja poglavje Celovit pristop investitorja k energetski sanaciji javnih stavb, kjer je prikazan celoten potek projekta po fazah in aktivnosti v posamezni fazi. Celoviti pristop investitorja k energetski sanaciji javnih stavb je posebej primeren za vodenje projektov energetskih sanacij stavb osnovnih šol in vrtcev. Pristop je prikazan tudi na praktičnem primeru energetske sanacije Osnovne šole Tabor I v Mariboru. Za konec podajamo predloge, s katerimi bi se lahko projekti energetskih sanacij javnih stavb, ki se izvajajo v praksi, še izboljšali. Magistrsko delo bo v pomoč strokovnim delavcem na občinah, ki se ukvarjajo z vodenjem projektov energetskih sanacij.

Secondary abstract:	Master thesis presents the objectives of European Union energy policy, whose fulfillment is one of the commitments of Slovenia. Documents, relevant in the field of energy renovation of public buildings and which present the fundamentals of acquiring cohesion funds, are presented. Furthermore, the energy efficiency situation of buildings, owned by the public sector, and planned investments in the area of energy renovation of public buildings in Slovenia are presented, in the 2016–2023 period of cohesion funds utilization. The process of energy renovation implementation, following the energy contracting model, is also presented. The main part of the thesis presents the chapter where the investors' integral approach to energy renovation of public buildings is described and where the complete project timeline in stages and activities within each stage are presented. Investors' integral approach to energy renovation of public buildings is especially suitable for project management of energy renovation of primary schools and kindergartens buildings. The abovementioned approach is presented with a practical example of Tabor I primary school building energy renovation in Maribor. In conclusion, recommendations for the improvement of the ongoing projects in the area of energy renovation of public buildings are presented. Master thesis presents the assistance for municipality professionals, working in the area of energy renovation project management.
