Abstract

V diplomskem delu obravnavamo preiskovanje tatvin motornih vozil na območju PU Celje. Začetki tovrstnega kriminala segajo v zadnja dvajseta leta prejšnjega stoletja, ko so ljudje kradli vozila predvsem zase, v zadnjem času pa so kriminalna dejanja s tega področja vedno bolj delo organiziranih kriminalnih skupin, kjer se sodelujoči ne poznajo med sabo. Geografska lega naše države in vstop v skupno območje brez notranjih meja omogočajo kriminalcem dobre pogoje za izvršitev kaznivih dejanj kraj vozil v RS. Kriminalisti pa se po drugi strani srečujejo s problemom odkrivanja osumljencev, saj velikokrat nimajo ne osebnega opisa, ne sledov. Zato se najpogosteje usmerijo na ukradeno stvar, ki je prepoznavna po identifikacijskih znakih, čeprav so ti spremenjeni. Skozi raziskavo smo prišli do dveh ugotovitev, ki so nasprotne splošnim dognanjem: (1) tatvine vozil na območju PU Celje se večinoma zgodijo izven mest in (2) vsaj 47% vozil se še vedno odtuji na klasičen način (razbito steklo, zlomljena ključavnica ipd.). V diplomskem delu smo na podlagi analize praktičnega primera in statističnih izračunov potrdili hipotezo, da preiskovanje tatvin poteka po načelih splošne kriminalitete. Podrobnejši pregled primera je razkril, da kriminalisti na PP Celje sledijo splošnim kriminalističnim načelom. Ugotovili smo tudi, da število tatvin vozil na območju PU Celje odstopa od povprečja v RS, saj je število tovrstnih kaznivih dejanj od slovenskega povprečja nižje za približno tretjino. Na podlagi analize praktičnega primera v zadnjem delu naloge smo potrdili trditev, da je za uspešno preiskovanje tatvin motornih vozil nujno konstruktivno sodelovanje med policijami različnih držav. Pokazalo se je, da brez sodelovanja policij iz Italije in Švice primer verjetno nebi bil uspešno preiskan.

Secondary abstract: In this thesis we are looking into grand teft of motor vehicles in the district under police department of town Celje. This sort of crime goes back into last two decades of 20th century, when people stole vehicles mostly for themselves, but in the last few years criminal acts from this scope became the work of better and better organized criminal groups, where the participants don`t know each other. The geographical location of our country and it`s entering in the area of no internal borders, gave the criminals excellent conditions to commit grand teft motor vehicles in the country of Slovenia. Criminologists on the other hand are faceing big problems discovering the suspects, having no personal descriptions nor no clues in most cases. That is why they mostly focus on the stolen object that can be identify by identification signs, even if they were changed. Through our research we came to two conclusions that are in oposit of general fathom: (1) the tefts of vehicles in the district under police department of town Celje, mostly happen outside town`s center, on the margin of town and (2) at least 47% of stolen vehicles are still stolen by ˝classical˝ methods (broken window, broken lock etc.) On the basis of analysis of pracital example and statistical data, we confirmed the hypotesis, that the investigation of tefts is carried out based on the principals of general criminalistics. Detailed review of the case reviled, that criminologists of police department Celje are following general principals of criminalistics. We also astablished, that the number of tefts of motor vehicles in the district under police department Celje, withdraws from the Slovenias average, as the number of such of criminal acts in this region declines from the country average for aproximatly one third. We also confirmed the allegation, that behind succesfull investigation of the tefts of motor vehicles, there is obligated constructive cooperation between police departments of different countries.
